from taxation to th the 1 e extent that such property y is used tor for one such h purposes these exemptions shall accrue to the benet t of the users of water so pumped under euch such regulations as the leg may way preset be the taxes of the indigent poor may be remitted or abated at such t mes and in such manner as may be provided by law the legislature may provide for the exemption from taxation of homes homesteads and personal property not to exceed two hundred t f fly dol lars in value for homes and homesteads and one hundred dollars tor for personal prop erty arty property not to exceed ta in value owned by disabled persons who served in any war in the military service of the un ted states or of the state ct of utah and by the unmarried widows w dows and minor orphans of such tangible property in the state accord ng to its value in money and shall prescribe by law such regulations as shall secure a just valuation for taxation of such property so that every person and corporation shall pay a tax in proper tion to the value of his her or its tan able g ble property provided that the legissa ture may determine the manner and extent t of taxing transient live stock and I 1 ve stock being fed for slaughter to be used for human consumption intangible property may be exempted from taxat on as property or it may be taxed in such nan ner and to such extent as the legislature may provide provided that if intangible property be taxed as property the rate thereof shaIL not exceed five mills on each dollar of valuation when exempted from taxation as property the taxable income shall be taxed under any tax based on incomes but when taxed by the state of utah as a property the income shall not also be taxed the legislature may provide for deductions ex empt emotions emp tlona ions andor offsets offset on any tax based upon income the personal income tax rate rates shall be graduated but J to me maili K I 1 mum rate shall not exceed six per ce t of net income no excise tax rate based upon n income shall exceed four par per cent of net income the rate limitation limitations herein contained for taxes based on income and for taxes on intangible property shall be he effective until january 1 1937 and thereafter I 1 changed by law by a vote of the majority of the member members elected to each house of the legislature all rev denue rec received Ived from taxes on income or from taxes on intangible property shall be allocated an a follows follow si 78 75 per cent thereof to the state district school fund and 25 per cent thereof to
