machinery chinery has stopped many abany members have been so busy with farm work during the vast past half year that it has been impossible for them to keep up with the achievements of their organization 1 and while it is not possible to w write rite the story store in detail we record here some facts merely touching the high spots ol of the last ten or twelve months month B work the program adopted at the beg beginning ining of the present year covered f f f a legislative program program consisting of 01 11 1 ea M a aw law b A law providing for th the e organization and incorporation of community farm bureaus c A law to limit assessments ani other measures of taxation d opposition to all ali unnecessary legislation e A general program of eco nomy in public expenditures II 11 I 1 d the organization of co operatives associations for the marketing an and d distribution of all agricultural products within the state of u utah and in connection therewith the carrying on of the agricultural ri industry upon a cooperative basis as far as practicable ill III A complete reorganization organization re of all farm bureaus in the state upon 0 a b business ess basis and at the ahe p tibne the carrying forward campaign IV A systematic study of all lines of organized endeavor including public aemi public and private undertakings seeking such cooperation as would be advisable from all such organizations having in view the establishment of the agricultural industry upon a sounder bounder and more permanent basis SIB V conducting a clean home and Clean Town contest throughout the state in all of f the foregoing undertakings the farin fann bureau has been free from partisan influence of every character and has proceeded in an open and candid fashion to attack these problems with all the forces at its cm cam mand in a spirit of due conservatism OPERATION cooperation CO the legislative program was f ully fully carried out the agricultural operative cooperative co association act known as the atwood bill under which operative cooperative co associations are being organized was passed almost without a dissenting vote in the legislature and was promptly signed by the governor in pursuance of this measure seventeen separate commodity organizations liace already been perfected and others othni are in course of organization the first of these was the utah poultry producers inc this association began with members it now lias has a membership of more than one thousand and it is gaining new members every day it is six aix months old and has distributed to producers a total sum of there has been shipped from the state this year eighty five carloads of eggs which have been distri distributed from the atlantic to the pacific abe he records show that last year 4 only seventeen car lo 10 loat shipped out of the state and ia later ter in the season two carloads were shipped in we are now nov obtaining the highest price on the new york market and the producer is receiving the benefit of every dollar received outside of actual running expenses the books odthe of the association are audited regularly by a bonded firm of accountants and members are kept advised in detail of all its transactions it is interesting to note the fact that egg producers have re je delved this year about 30 per cent more for their product th than an last year in spite of the fact that prices generally throughout the united states during 1923 have been considerably lower than they were during 1922 and this lias been without raising the price to the consumer wo we are forced to admit that producers outside of the association have hav e been by its successes and it is surely time for every producer to get in and reap the full reward of cooperation the experience with poultry products is being repeated in the truit fruit and vegetable and dairy associations it is conservative to say that all peaches in the state of utah have been raised in price from to per basket through the organization work of the farm bureau the pric price i e of pears has been raised from 25 2500 00 to 40 00 per ton this is is only a repetition of what has happened in other districts of the united states w when hen farmers begin to market their products operatively cooperatively co and upon a business basis the fruit and vegetable table assoni actions already in operation will handle a tonnage of approximately 2000 cars during the present season which will include apples peaches pears potatoes onions celery head lettuce etc all of which will be marketed in an orderly manner and distributed through the entire territory which is reached by the most efficient modern selling or organizations these associations have signed contracts with the federated fruit vegetable growers which organizations has hag been recognized by the american farm bureau federation as their marketing agency this concern has established offices next to our offices and are in a position to render our fruit and vegetable growers a vory very valuable a service ery ice the dairying interests wre are being rapidly organized and a num her ber of milk units are already receiving ce substantial advances tor for their products through cooper native active effort ono one association in particular has been able to increase their price prica of butter fat 65 per cent beix a sufficient number of local loca units have hava been organized there will be b created a state agency through which the total dairy products of the state may be handled in increasing quantities the work of organizing coop co op associations has been accomplished complis hed by first presenting the question to the producers in the several localities of the state then making a location of producing areas with respect to depots char actor acter of leadership in the community and all other questions which would have a bearing upon successful operative cooperative co effort following this organization Inee meetings tings were called and the legal work of preparing articles of incorporation bylaws by laws marketing contracts etc has been supplied through the state farm bureau at a very small cost to the operative cooperative co associations and such fees as are paid for all of this organization work have all been deposited in a state farm bureau fund which is used for the purpose of carrying on oil this work and not one dollar of such fees has been received by any individual for legal or any other service incident coincident co with tho the work of organizing operative cooperative co associations an educational campaign lias has been carried on and a large number of meetings have been hold held in the various parts of the state and speakers of national repute have engaged in this program of education A number numb of fat anim m bureau representatives have devoted almost their entire time and during certain periods have been on tho the job almost night and day so as to accomplish this work at tho the least possible expense FARM FARAT BUREAU organization in pursuance of the candland bulf bill which received the unanimous support of the legislators and the Go governor vernot a plan of or for farm bureaus was devised and was submitted to the national organization for analysis after due consideration the entire plan was approved by tho the am american farm bureau federation and in oder to afford a thorough study of this plan in actual operation a conference of representatives of tho the western states was called by the national organization and was held in utah on august 2nd and and 3rd ard and davis county waz waa selected as the first territory to be organ iced after the plan had received the consideration of the organ representatives from the surrounding states it was unanimously approved and has haa been adopted as the type of organization to be employed employ ed throughout the entire united states and goes forth under the namo name of the UTAH PLAN every member should feel a just pride in the fact that through the efforts of his hia own organization his state has received this recognition definite arrangements have been completed for the carrying on of the farm bureau organization work in every county of the state and incident coincident co therewith a vigorous membership campaign will bo be prosecuted TAXATION the state farm bureau has furnished legal services to local farm bureaus in various localities of the state and during the recent session of the legislature the farm bureau prepared and presented a bill for the limitation of taxes and supplied every logis legislator latoi with braf drafts ts in hi the form of blue prints pl ints and with other data to justify the enactment of the meah measures ures fostered by it several calls were made upon local farm bureaus to call upon their representatives and senators to support measures with gratifying and benefi beneficial cD results the representative of the farm bureau appeared at all committee meetings where important measures favored by the farm fam bureau were being considered and on two occasions presented carefully prepared arguments upon the constitutionality of certain proposed laws which were being opposed by attorneys representing other interests which were affected the effort to pass pasa a tax limitation statute finally resulted in a series of compromise measures which though not just whai what the farm bureau had sought constituted a long step in the right direction and we are today noting the effect of these statutes when it is discovered that more than fifty out of the taxing units in the state have exceeded the levies fixed by these laws and in pursuance or of the statute the state board of equalization is calling upon the county attorneys to institute suits for the correction of these illegal levies it is estimated that in one school district alone at least east will be saved to he taxpayers tax payers without any interference with the efficiency of the schools in this district A number of cities and towns have been required to reduce or adjust their levies aggred aggregating bating large sums sum s saved to the taxpayer tax payer conferences in addition to the conferences on the subjects of operative cooperative co marketing and farm bureau organization a number of conferences have been held on the subjects of sugar beets and wheat cheit with decided benefit to the sugar beet growers and with the effect of laying the foundation for a comprehensive plan for the marketing of wheat it is well recognized that the wheat problem is a nationwide nation wide problem and that it can not be wholly solved in a local way I 1 but the steps which have already been taken will be of material advantage locally and it is hoped will contribute substantially to the solution of the problem in its broader aspect CLEAN HOME CLEAN TOWN CONTEST under the leadership of james al kirkham the state farm bureau appointed a committee early in the year to organise org anise and carry on a statewide cleanup clean up campaign other organizations were enlisted with the farm farin bureaus in this work and in all ty four county committees wel 6 appointed and at least persons both men and women were called into this work because of the intense interest created hundreds of homes and towns were made cleaner more sanita sanitary and more beautiful this work wark can not and should not be measured in terms of dollars and cents but it is recognized that it will result in better communities and improved citizenship RELATIONS WITH OTHER OR olt the farmers problem touches directly and vitally the interests of every other business or enterprise ter prise and in order to understand his problems it is necessary that he should understand other lines of organized endeavor it is also vitally necessary that chose those engaged in other undertakings should understand the farmer without surrendering one particle of ts independence the farm bureau has engaged in an informal exchange of ideas with other organizations with the result that the true nature and vital character of the agricultural industry as w well as the true attitude of the farm bureau as an organization is better understood than heretofore it is recognized on all sides as a constructive force with one outstanding pur purpose poso namely the ilie building of I 1 more permanent agricultural industry and thereby the strengthening gt of all other meritorious
