RESOLVED and enacted by the begish legislature of the state of utah two thirds of all members thereof concus concurring cintr td therein section 1 the follo following winy C proposition to amend tile the constitution of the state of utah is hereby submitted to the qualified elect fors of the state for their alo approval or disapproval namely that section 3 article XIII of the constitution of tile the state of utah as amended november 6 1900 and section 12 of said ar cicle XIII bo be and the same saino tic are hereby amended to read its ay follows section 3 the legisla legislature m shall provide by law it a uni uniform and equal rate of and taxation on all property in the state according to its value in money and shall proscribe prescribe by general law such quell regulations regulations ZD as 8 hall secure it a just valuation for taxation of till all property so 0 o that overy every person and corporation shall pay alax a tax in proportion to the value of his her or its giop orty provided that a deduction of debits from credits may be su au theorized zed provided further that the property of the united states of the state counties cities towns school districts mullie apal corporations corporation and public libraries lots with tile the buildings 0 thereon used exclusively for re religious aig ious worship or charitable pur par poses and places for burial not held for private or corporate ben befit shall be exempt from taxation ditches canals reservoirs pipes and blumes flumes owned and ilse used ly by individuals or corporations f for r irrigating lands owned by such individuals or corp rations i at ions or the individual members thereof shall not be separately taxed as long loag 0 as they shall be owned and used exclusively clu for such purpose provided further that mortgages upon illon both real and personal property shall be exempt from taxation provit provided led further that tile the taxes of tile indigent poor may inay be re emitted or abated at such time ind and in such manner as may be provided vide 1 I ly by law 12 stamp in conle come license I 1 franchise or mort 9 gage ago M tax permissible nothing in n this constitution shall be construed to prevent tile the le legislature lature from providing a stamp tit tax or a I 1 tax based on oil income occupation licenses or franchises section 2 the secretary of state stale is hereby ordered to cause these propositions to be publish ed in at least one newspaper in every county of the state where it a news newspaper paper is is published for two months immediately pre p re ceding the next general election section 3 these eions shall be submitted to the electors of this thi s state at the next general election for their approval or die disapproval approval all official ballots used tit at such elec eions shall have printed or written thereon the words for the amendments to section 3 article XIII of the Cons titu ti tion as amended november 6 1900 and against the amend ment
