Show v OUTLINE PRINCIPLES OF THE HIGHW AY SAFETY The bureau of public roads of the United Statts department of agriculture agricul-ture believes that consideration of highway safety is of the greatest importance im-portance in view of the great in-creast in-creast in highway traffic and1 highway high-way accidents. A careful study of existing conditions has led to the following fol-lowing statement of basic principles: 1. The development of safe roads by elfmination of all known dangers in so far as such elimination is possible pos-sible within physical and economical limitations. 2. Warning of uneliminated dangers dan-gers by means of easily recognized signs and other devices of standardized standard-ized form, uniformly placed with he-! sapct to the danger. 3. The development of the safe vehicles ve-hicles by perfection rf running parts and adoption ot safety devices. 4 Diligence and care in the selecting select-ing of drivers of motor vehicles to eliminate the incompetent, careless, and irresponsible driver. 5. The development of simple, uniform uni-form and effectual traffic regulations and the education of the whole public pub-lic to a complete acquaintance with I'nem. 6. The rigid enforcement of traffic regulations. There is little doubt that a solution solu-tion of the problem worked out on the basis of these principles would have the effect of reducing the dangers dan-gers of the open road to a minimum. The bureau especially urges the necessity nec-essity of uniformity of action by the various States in working out the means of applying these principles. It believes that the work of a committee com-mittee of the American Association of State Highway officials on the problem will be an important factor to this end. Engineers of the bureau state that the problem can best be solved by the selection of the best methods and practices from the various States rather than the working out of new method's and practices. |
