The cables which reach Lloyd's every hour of the day and night remind re-mind us that the unescapable sea perils are formidable enough, but here we have an ingenious enntrivmee by which nations seek mutual destruction destruc-tion in the time of war, but which deals out death in the time of peace. All the great maritime nations have suffered heart-breaking losses by this deadly machine, which treacherously destroys those in charge, and it is ftired Inflicts slow torture as well as death. At this epoch, when the Ixx-arno pact seems to offer a chance of European security, would it not be opportune to revive the proposal made at the Washington conference for the aboli'ion of this deadly instrument of destruction? We were successful in limiting the building of battleships at Washington, Wash-ington, and there seems no reason why we should not be equally successfulgiven success-fulgiven the good will of all nations concerning submarines. |
