Show LIQUOR RULING TO BEjENFORCED TREASURY DEPARTMENT TO APPLY AP-PLY COURT DECISION TO ALL VESSELS Steamers Driven Within 3-Mile Limit To Be Required to Put Up Bond; Diplomats to Be Allowed Quota Washington. rpplication to the lotter of the supreme court's decision barring all beverage liquors from territorial ter-ritorial waters of the United States is provided in regulations issued by the treasury to take effect after 12:01 a. m., June 10. Specifically the regulations reg-ulations as published Monday apply the three-mile deadline to liquor carried car-ried for beverage use on any United States or foreign vessel as sea stores. It was by finding some means of exemption for liquor so carried that treasury officials had hoped at first to avoid conflict with foreign laws. Besides the exemption granted liquor for medicinal and sacramental purposes, the only exceptions in the wall thrown up against liquor transportation trans-portation within the three mile limit are the usual immunity accorded diplomats dip-lomats and the privileges allowed foreign for-eign vessels of war. Also vessels forced by distress into an American harbor and able to show that the necessity of refuge was grave will, if they have liquor aboard, be permitted per-mitted to give bond for faithful observance ob-servance of the dry law. |
