Commenting on this "clean-up and paint-up" campaign, Mr. Jefferson, of the Jefferson Mercantile company of the local Winchester store, said: "The call 12 years ago by Mr. Clark roused the nation more than any other call since the Civil War, excepting the one made to Americans to join the colors and make the world free for Democracy. That was a clean-up, too. "Beginning in a small way the movement has gripped nearly every community. More than 7,000 cities and towns campaigned for a week or more in 1923 to clean cellars, streets yards and dumps and to paint and remodel houses, industrial plants and other buildings, so as to make these towns better places to live In.
