Show I I GOVERNMENT APPRAISER IS COMING AFTER a weary wait of eight or nine months the Federal Bank at Berkeley, Cal., announces the "appointment" "appoint-ment" of an appraiser to pass upon the appraisements made by the Beaver county Farm Loan Associations. It is difficult for the applicants for the loans desired to explain the long delay in making this appointment. Indeed it will be difficult for any one to explain excepting upon the grounds of inefficiency. ineffi-ciency. When the first circulars were sent out by the Government advertising advertis-ing the terms of the law whereby the farmers would be at last enabled to secure se-cure long-time loans at a low rate of interest in-terest for the purposes specified, thirty to sixty days was the time suggested as being required to secure the money after af-ter the loan applications were received. It was to be easy to secure prompt action. ac-tion. The organization of the Berkeley Berke-ley Bank was hampered by petty fuss-' ing among the officials appointed. There was a great accumulation of applications ap-plications before the bank was finally organized and equipped to do business. The great volume of business was foreseen, fore-seen, but it was another case of Government Gov-ernment unpreparedness. Though the new law was an Administration measure meas-ure due preparation for its operation was not made. The long delay, in getting get-ting action upon applications has made it necessary to, in many cases, reorganize reorgan-ize the local associations, secure new members to replace those who could not wait and who borrowed elsewhere, sold out, moved away, or died of old age. " Every local association would do well to call a meeting immediately to ascertain ascer-tain how many of . the original members mem-bers are still desirous of obtaining the loans applied for last Spring. The rate of interest in the meantime has been raised to 5V per cent interest instead of 5 per cent. In justice it would seem that those who applied for the loans before be-fore the change was made in the interest inter-est rate should be allowed the former rate of 5 per cent. |
