Show Utah's Total Draft Expense Ex-pense Given by Counties To Local and District Boards: By direction of the Provost Marshal Mar-shal General I am herewith presenting present-ing for the consideration of the public pub-lic and particularly for the consideration consider-ation of those, directly concerned with the administration of the selective selec-tive service law a statement of the expenditures for each local and district dis-trict board and for the state headquarters head-quarters in connection with the registration reg-istration and selection of men for military service from May 18 to November No-vember 24,-1917, both dates inclusive. inclu-sive. In directing the issuance of the statement presented herewith the Provost Marshal stated: "Our recent inquiries into the fiscal administration of the selective se-lective service law throughout the several states have shown great uniformity in the unit cost of inducting a soldier into the service under our system of local and district boards. These ( discrepancies exist as between the states and as .between the boards within a state. Of course, physical and geographical conditions con-ditions have something to do with this and due allowance should be made wherever such conditions appear, but in by far the majority of cases, the circumstances cir-cumstances are equal, or nearly equal, and therefore it would seem to be advisable to give a good deal of prominence to this determinative item of unit cost as the criterion of competition not only among the boards within with-in the state, but among the states themselves. It is a figure that every one will understand and in which every community will take pride and interest and it is thought that the figure ought to be computed up to date for every board within each state and given publicity within a state as a criterion of effectiveness effect-iveness in the draft just passed. The disbursing officer is direct- ' ed to prepare these figures w hereafter to arrange his fiscal returns from the local boards In such a way that this figure can be readily computed at any time." Th? figures in this statement show only the total expense of each board. The books of the disbursing officer are public records and should any one desire further information concerning con-cerning these expenditures he may secure it at any time by making In- quiry at the office of the disbursing officer. The unit cost is the actual C0Bt of entraining each selected man for mobilization camp and includes the expense of registration registra-tion and selection. The local administration of the selective service law In Cache, Rich and San Juan counties did not cost the government a single cent.
