Show j Delegation Okehs Water Control Act Unanimously approved by representative repre-sentative Utah water users, including includ-ing W. C. Cates and L. R. Bowen, representing the South Milford pumping district, the "model" j underground water bill sponsored by the state water storage eom-1 eom-1 mission was headed for drafting in : legal form Thursday night, pre-j pre-j paratory to introduction in the legislature. Principal features to be incorporated incor-porated in the measure are: 1. Classification of all water sources, whether above or below the ground, as public property, subject to existing rights and open for appropriation. 2. Clauses placing wells and other means of diversion under the close supervision of the state engineer. 3. Adjustment of water disputes through the doctrine of priority. The proposed bill does not attempt at-tempt to define existing rights, but requires all claimants of rights to file claims with the state engineer en-gineer within one year after passage pass-age of the act. Failure to do so will mean forfeiture of the claim. Other features of the bill are virtually the same as presented at a public hearing called Wednesday by the water storage commission. Approximately 100 Utah water users attended including, besides Mr. Cates and Mr. Bowen, the following: fol-lowing: Fisher Harris, Salt Lake attorney; W. D. Beers, Salt Lake City engineer; A. W. Jensen, Eph-raim Eph-raim attorney; George W. Brewer-ton, Brewer-ton, Salt Lake County Water Conservation Con-servation association; Professsor W. W. Riter, University of Utah law department; Dr. H. Schneider, representing a subcommittee of the state planning board; L. H. Kimball, water engineer of Salt Lake City, and Earl Conder, Provo city engineer. o |
