Within the next sixty days following follow-ing the date ot this notice, protests or contests agalnsts the claim of the State to any tract described in the list, on the ground ot failure to comply with the law, on the ground of the non-desert character ot the land, on the ground of any prior adverse ad-verse right, or on the ground that the same ia more valuable for mineral min-eral than for agricultural purposes, will be received and noted for report re-port to th" General Land Office at Washington, D.
