Resolution Would Authorize Recall of Troops From Philippines and Commandeering Com-mandeering of All Arms and Munitions of War. Washington. Congress took active notic-o of i he border situation on March 14 for the first time. The house passed a joint resolution late, in the day authorizing the recruiting of the moliile regular army to full strength. This means the addition of approximately 20,000 fighting men to ttie infantry, cavalry and field artillery. artil-lery. The senate Is expected to concur, con-cur, and the necessary orders will be Issued Immediately to iill up regiments regi-ments on border duty. The step was suggested by the army general staff. It is urgently desired now because of the weakening of the border force by the expedition after Villa, but ever since the patrol of the Jiorder began the army has been greatly great-ly handicapped by the skeleton organization organ-ization of regiments, companies, troops pnd batteries. The force that occupied occu-pied Vera Cruz had similar difficulties, some of the companies there being less than forty men strong. Two other resolutions bearing upon Hie Mexican situation were introduced intro-duced in congress. One of these, by Representative (Britten of Illinois, would authorize the recall of troops now in the Philippines Philip-pines for service in Mexico. The other, by Representative Cary of Wisconsin, Wis-consin, would authorize the commandeering comman-deering of all arms and munitions of war in the country. W-hile preparations of the Funston expedition into Mexico were continued contin-ued by the war department, the state department was advised that Americans Ameri-cans in interior Mexico were leaving for the border and seaport towns through fear of anti-American demonstrations demon-strations when the troops go in. |
