General Carranza has informed the stale department that he is willing to confer with represen- I tatives of Villa and Zapata on the j subject of establishing peace in Mex- ' ico, and that he will guarantee safe ' conduct of the envoys of the other leaders whenever the conference is ; arranged. ' He has Infomed this government, ' however, that he will not participate in a convention such as was held at ! Aguas Calientes, where the questions ! at issue wre put to a vote. As Car- , ranza has expressed it to the depart- j ment, he has no intention of "match- i ing votes with Villa and 'Zapata." At the same time Carranza lias told j this government that he will make j formal application for recognition by j the United States as soon as he es- j tablishes his government in Mexico : City, which will probably be within : the next few days. From these dec- ; uirations the state department inter- J prets Carranza's attitude to he that j he is willing to talk peace with Villa and Zapata, but that peace cannot be j arranged unless his supremacy is recognized. |
