Resent Order Issued by General Carranza Car-ranza That Subordinate Chiefs May Not Discuss Diplomatic Questions. Washington. Practically all the foreign diplomats in Mexico City have been instructed by their governments to use their own discretion about leaving leav-ing the capital, according to an announcement an-nouncement by Secretary Bryan. The British and Italian ambassadors ambassa-dors inquired of the state department on Monday as to advices from Mexico, reflecting the anxiety of their governments govern-ments over the situation in Mexico City, where food is scarce and the water supply cut off. The situation has been further complicated by the decree of General Carranza that none of his subordinate military chiefs shall discuss diplomatic questions. This deprives the diplomatic corps at Mexico City of the privilege of dealing deal-ing with General Obregon or the de facto authorities in Mexico City. The only alternative held out to them for discussing diplomatic matters with the Carranza government is a visit to Vera Cruz, which they are unwilling to make, lest it be construed as formal for-mal recognition. Some of the embassies here understand under-stand that the diplomats in Mexico City have an agreement that if tney leave Mexico City they will leave the country entirely. There is no flour in Mexico City, state department advices said Monday, Mon-day, and bread is being made from cornmeal. Carranza forces there disclaim dis-claim any intention of evacuating the city. Zapata forces still hold some of the , suburbs. General Gutierrez, who fled from the capital, is reported with General Blanco at Valles, fifty miles west of Tampico, with 3.000 troops. |
