Show Waste Water. Section 1130 revised statutcsof Utah. Any person who willfully or caie-lessly caie-lessly obstructs or Injuies any public or other highway by causing or permitting per-mitting How or seepage of water; or who willfully or caielessly permits water under his control to escape In any manner, so as to Injure any public or other highway, shall be deemed guilty of a misdemeanor. A pcison only needs to travel a few miles In the surrounding city to sec that this law is totally Ignored. Most of the damage done to our roads during dur-ing the Irrigation season Is caused by no wate ditches being provided. An individual after using the water at the upper end of an Ii ligation district, Just bieaks his dams and the water flows on acioss loads or onto somebody's some-body's Held to do damage, all caused by no waste ditches being made. A man at the lower end may have hay cut and piled leady for hauling. In one night, the waste water comes down and a laigc poitlon of his hay is ruined. In Logan City tlieie has 'been waste water lunning acioss a street and sidewalk for live continuous continu-ous days. This water Is owned by somebody and should be placed under contiol, so that pedestrians will not get their feet wet. There Is altogether alto-gether too much cauiessness Indulged In over this waste water. So many people have common Intcicsts in the ditches, that the caie of the waste water is not thought of so long as It passes by each Individual's laud. But the land owner at the lower end catches all of It. The law sasthe water should be caicd for. The question may be asked ask-ed whose duty Is It to look after It? The road supervisor who has charge of the roads In his respective district. This Is not Intended to llnd fault but we believe these sentiments will meet with tho hcaity approval of those who tiavel the roads and walk the streets. |
