Garff Is authority for tho statement that at the time tho original origin-al bond Issue was agitated, the promise prom-ise was mado at ccry public meeting meet-ing that tho electric light plant when completed would be placed under the direct supervision of a committee of three successful business men and taken from the council wholly. It was stated, so Mr. Garff sajs, that this committee would have the power of selecting a business manager, electrician elec-trician and such other men deemed nccessaiy. He claims that the people were veiy Insistent on tills pioposl-tlon pioposl-tlon and the vote in faor of the bond Issue was carried on this promise alone that the business end of the matter should be wholly divoiccd fiom politics. Tho plan of tin ce successful suc-cessful business men supervising the entire allair seemed to meet the Idea of tho people as tho best means of keeping politics from Interfering with the success of the plant. It is not for us to say this Is or Is not the iii:st plan It certainly Isa good one and If such a piomlso was mado to the people, and the bond issue was voted with the understanding understand-ing that such a plan would bocairled out, then thcie should bo no going back on that piomlse now. In view of the fact that any selection of superintendent super-intendent tho council may make will bring down upon their devoted heads tho severe cilticism of both chionlc Republicans and Democrats win will not attribute to them a spirit of honesty hon-esty and fail ncss, it would seem that that august body might tind in this plan an escape from this unpleasant talk. The council is deserving of a hearty sjmpathy in the matter and not criticism. We believe the council Is amply able to tako care of tho business of this city, and that except under such extraordinary ex-traordinary circumstances as aic now piesentcd, tho appointing of any public pub-lic committee Is wholly unnecessary and ridiculous but If the promise has been made, then it should be kept, and certainly In this instance it will relieve the council of an unpleasant task, considerable responsibility and possibly alTord more general satisfaction. satisfac-tion. i- So far as wc arc able to learn the names of the gentlemen suggested for manager of the city light plant arc: Joel Ricks, L. R. Martlneau, Hyrum Hayball, W. V. Thaln, Orson Smith, Frederick Scliolcs and J. M. Rlalr. The committee appointed to make a recommendation will not do so and unless the council decides to appoint a Hoard of Control which will make this appointment and transact all other business, tho committee will present to the council the whole list of names In this connection it may be said In fairness to Mr. Murtlncau that he Is a "receptive" candidate, lie has not made any application and would hardly accept the position unless un-less tendeied as an expression of faith and contldcnce in his thorough capacity capac-ity and tltncss. Mr. J. M. Blair wants the place and sajs so, likewise Joel Ricks. Mr. Rlalr says he deserves It, and Is as thoroughly thorough-ly quail lied for the position as any man in tho community.
