Show The Light Squaffile Mr. V. 0. Gaiff Is authority for the statement that at the time tho original origin-al bond Issue was agitated, the promise prom-ise was mado at every public meeting meet-ing that tho electric light plant when completed would be placed under the direct supervision of a committee of three successful business men and taken from tho council wholly. It was stated, so Mr. Oarff says, that this committee would have tho power of selecting a business manager, electrician elec-trician and such other men deemed necessary. He claims that the people were very Insistent on this proposition proposi-tion and the vote In favor of tlie bond Issue was carried on this promise alone-that the business end of the matter .should be wholly divorced from politics. The plan of three successful suc-cessful business men supervising the entire atra I r seemed to meet the Idea of the people as the best means of keeping politics from Interfering with the success of the plant. It Is not for us to say this Is or is not the iinsT plan It certainly Isa (loon one and If such a promise was made to the people, and the bond issue was voted with the understanding understand-ing that such a plan would be carried out, then there should bo no going back on that promise now. In view of the fact that any selection of superintendent super-intendent the council may make will bring down upon their devoted heads tho severe criticism of both cluonlc Republicans and Democrats win will not attribute to them a spirit of honesty hon-esty and fairness, It would seem that that august body might find in this plan an escape from this unpleasant talk. The council is deserving of a hearty sympathy in tlij matter and not criticism. We believe the council is amply able to tako care of the business of this city, and that except under such extraordinary ex-traordinary circumstances as are now presented, the appointing of any public pub-lic committee is wholly unnecessary and ridiculous but If the promise has been made, then it should be kept, andccitalnly in tills instance It will relievo the council of an unpleasant task, considerable responsibility and possibly alTord more general satisfaction. satisfac-tion. So far as we aro able to learn the names bf the gentlemen suggested for manager of tho city light plant are: Joel Rlck-i, L. R. Martincau, Ilyrum Hayball, W. II. Thaln, Orson Smith, Frederick ScliolcS Mad .1. M. Walr. TJic committee appointed to make a recommendation will not do so and unless the council decides to appoint a Hoard of Control which will make this appointment and transact all other business, the committee will present to the (jouncll the whole list of names. In this connection It may be said in fairness to Mr. Martincau that he Is a "leccptlve" candidate, he has not made any application and would hardly accept the position unless un-less tcndeicd as an expression of faith and confidence in Ills thorough capacity capac-ity and fitness. Mr. J. M. Rlair wants the place and says so, likewise Joel Ricks. Mr. Rlair says he deserves It, and Is as thoroughly thorough-ly qualified for the position as any man In the community. Ilyrum Hayball Is not an applicant and says that as the matter now stands he could hardly accept the position po-sition if tendered him. Mr. Thaln Is not an aggressive candidate. can-didate. The Republicans In the council do not want to forget this fact tlie Republican Re-publican party and administration will have to stand the brunt if this light plant isa fullnre and will be accorded ac-corded but a half measure of pralso If the affair is successful.
