The law oillcer for this Department advises that cauls Issued by private peisons bearing on the addicss .side the words "United States of America," Amer-ica," arc in "likeness or slmlltudo" of the regular United States postal card, and theiefore In violation of law, ami unmailablc. (Section 1301, Postal Laws and Regulations.) However, In order to give owneis of such cauls leasonable time to dispose of those on hand, postmasters will ac cept, them for mailing until July 1, 1004, upon payment of postage at the proper rate. On and after July 1, 1001, such cauls will be tieated as mi-mailable mi-mailable at any rate of postage. Postmasters are dhected to give thisclicular the widest possible publci-ity, publci-ity, tlnoughthe piess and otherwise, without expense to the Department. Edwin C.
