Maintenance He It enacted by the legislature of the state of Utah Scctloa 1 The following proposition proposi-tion to amend the Constitution of the State of I'tah is hereby submitted to the (luallllcd electors of the Slate of Utah forthclrapprovalordlsapprov.il, namely: That Section ', Article 10. of the Constitution of the State of Utah, be amended to read as follows The Public School System shall include in-clude kindergarten schools, common schools consisting of primary and grammar grades, high schools, an agricultural agri-cultural college, aunlversltj, and such other schools as thu Legislature may establish. The common schools shall be free. The other depailments of the svsteni shall be supported as provided pro-vided by law Provided, that high schools may be maintained free in all cities of the llrst and second class now constituting school districts, and fn such other cities and districts as may be designated by the Legislature. Hut where the proportion of school monies apportioned or accruing to anv city or district shall not be sulllcient to maintain all the free schools in such city or district, the high schools shall be supported by local taxation; Provided, Provid-ed, that when any cities or districts shall establish high schools, tho Legislature Legis-lature may authorize the use of State school funds to assist In supporting such schools, said funds being apportioned appor-tioned to the cities or districts concerned, con-cerned, by the State Hoard of Education. Educa-tion. Section 2. The Secretary of State Is hereby ordered to cause this proposition pro-position to be published in at least one newspaper lu every county of the state where a newspaper is published, for two months Immediately preceding preced-ing the next general election Section 3. This proposition shall be submitted to the electors of this Statu at the next general election for their approval or disapproval. All olllclal ballots used at such election shall have printed or written thereon the words "For the amendment to Sections, Article 10 of the Constitution" Constitu-tion" and "Against the amendment to Section 2, Article 10 of the Constitution," Con-stitution," together with such other title designating such amendment as may be provided by law. Piovlded, fuither, that the property of t lie United States, of the State, counties, cities, towns, school districts, dis-tricts, municipal coiporatlons and nubile libraries, lots with buildings thereon used exclusively for either religious worship or charllablo purposes, pur-poses, and places of burial not held or used for private or corporate benefit, shall be exempt from taxation Ditches, Ditch-es, canals, reservolis, pipes and Humes owned and used by Individuals or corporations cor-porations for lirlgatlng lands owned by such Individuals or corporations, or tho Individual members thereof, shall not be separately taxed as long as they shall be owned and used exclusively ex-clusively for such purpose Provided, further, that mortgages upon both real and personal property shall be exempt ex-empt fiom taxation.
