The presideDt has listened to the appeal ap-peal of the Chinese government as transmitted through Minister Wu and has signified his willingness to mediate medi-ate between the imperial government and the powers, bnt only upon conditions condi-tions which first most be met by the Chinese government. The president demands the protection protec-tion of all foreigners, missionaries and traders in China, and the restoration of order. With this much accomplished, accom-plished, the state department feels that it can properly approach the powers with the Chinese propositions for a settlement for what has occurred. |
