Speaking of conditions in Manila, under American administration, the British consul In that city says improvements im-provements are visible in every direction, direc-tion, and already the town has quito a different appearance from last year. The work of draining the filthy town ditches and stagnant pools may possibly possi-bly entail an epidemic, but the advantage advan-tage to posterity is inestimable. There are, no doubt, at present golden opportunities op-portunities for the employment of capital capi-tal and talent in mauy local trades. The Departments of the Postoffice and Telegraph, being now under American and British control, are admirably conducted." con-ducted." The British vice-consul at Iloilo says: "The United States forces have now successfully- occupied the better part of the island.
