H It is well understood that if a H person wants a thing well done, it H is the best plan to do it himself, that h is anything that he understands how H to do; but it is a fact that the most H of people, notwithstanding that they H are familliar with this fact, leave H their public business, to be done by others; because they arc cither too H careless or too, we were going to H say lazy, to attend to it themselves. H . This is the case in politics as well as H in mass meetings and all other meet 1 ings of this character. ft. But few people comparatively speak- B ing, attend such meetings to begin H with; and of those few, as a general H thing, not more than a third, and H oltcn not that many, remain till the H close of the meeting. The result r is that the few who do remain are H the persons who decide the question H or questions that the meeting was H called to consider; thus one man at L the last is worth three at the begin- H ning; another illustration of the H truth of the scriptural expression H that the race is not to the swift, H nor the battle to the strong, but to H he that endureth to the end. H In the meantime a great improve- M ment could be made by a little strict H enforcement of the rules that ought M to govern the deliberations of such H meetings, and with which the fl gentleman who is chosen to preside M ought to be reasonably familliar. m The long irrelevant talks that some B ' of us so frequently inflict upon the H people on these occasions, and which m owing to the forebcarance of the H presiding officers are allowed, are M responsible in a great measure for B the conditions that exist in these B matters. 1 An important public meeting is M pending, to convene on the 5th of B- 5ub'. when the question of the pur- M chase of the Ward hall for school M purposes will come up for settlement, B and every qualified voter in the dis m. - trict ought to be present to cast H his vote for or against this proposi- H tion; and exercise his right as a cit B ixen and taxpayer. It is probable 1 that considerable talk will ensue, H and that it will require time, and H lots of it, to reach a conclusion. If H on the start the chairman shall tie- H cide to allow no irrelevant talk, and H confine the speeches to not more H than two to the individual, and liuit WB them to fire minutes each, it would IB do much toward facilitating business. H "If you leave before the decision is reached, you mightWas wc" ut come M at all as far as youV influence is fl concerned. , V We heard a gentleman in one of the stores the other day, in speaking on the difficulty of getting pLOple to attend such meetings, advocating the policy of embodying the proposition pro-position on paper, and having some one carry it round to each qualified voter for his signature. In the first place people have no right to expect any one to take this trouble, when they have had the chance as well the rest to attend the regularly called meeting; and in the next place such a method would not be legal, as it is not in accordance with law. The law says the vote shall be cast in a meeting called for the purpose, sec sec. 1823 page 437, Revised Re-vised Statutes therefore, any other method could not be recognized. |
