Manner of dosignnt- ing. Whenever"" tho county commission ors of any county shall decido upon tho work of grading, diaiuiug, gra.vol ing, macadamizing, or in any other way permanently Improving or subso- quontly repairing any portion of tho systom of Stato highways, thoy shall comiuunicato tho fact to the Stato Engineer, togothor witli a comprohon- sivo vtutoinnnl of tho naturo and oxtont of tho proposed work, aud threupou (ho Stato Enginor shall prepare pre-pare plans, spoc i ilea t ions aud estimates esti-mates of tho cost of such work and submit, the samo to tho county com- I missiouers for their information; and if they shall conclude to execute tho proposed work In accordance with tho plans prepared aud submitted by tho Stato Engineer, they shall inform in-form him of tho dato when tho said work shall begin, and thereupon they shall advertiso for and recoivo sealed proposals for said work, to bo opened at a stated time aud place ; and then aud thoro tho said county commissioners commis-sioners shall open said proposals aud award tho work to tho lowest responsible responsi-ble bidder conditioned upon tho signing sign-ing of a contract thorofor by tho Stato Engineer, who shall oxamiuo tho samo aud if tho amount bid is in his opinion opin-ion not oxcossivo or is sulllciout to accomplish tho work in a proper manner, man-ner, shall sign tho samo and return one copy to tho county commissioners, to bo Hied in tho oillco of tho county recorder of tho county, and tho othor copy shall bo filed in his otllco; aud thoroupon the stato shall becomo 11a-blo 11a-blo for ouo-half tho cost of executlug said work, -to bo paid upon warrants of tho Stato Auditor issued upon certificates cer-tificates of tho Stato Engineer as the samo shall bocomo duo under tho torms of tho contract; provided that whou tho work shall bo upon any strootof any town or city of tho third class tho Stato shall pay ouo-third, tho county ouo-third and tho town or city ono-third of the cost of tho work to bo done on such street. Tho Stato Eugiuoor shall prepare a comprohonslvo manual of road building build-ing for froo distribution to tho sov-oral sov-oral county supervisors for tho promotion promo-tion of uniformity in road building. Section G. Special appropriations permitted. All appropriations horoafter horo-after mado by tho Legislature of this Stato for highways shall bo oxponded under the provisions of this act; pro-vidod, pro-vidod, that nothing in this act shall bo construed as prohibiting-special appropriations to a county without requiring such county to appropriate an equal amount; provided, further, that no county in tills stato shall be given proforonco with regard to tho stato funds horotoforo mentioned, but that each county shall bo given au equal amount with any othor if so desired. Section 7. How monoy expended. Horoafter all monoy appropriated by tho Stato for road purposes shall bo oxponded on tho roads which un-dor un-dor this act havo boon mado a part of tho system of State highways,, except as to special appropriations- mentioned men-tioned in section G of this act.
