Foster, met with the Board in regard to a certain cer-tain piece of property owned by Mrs. Foster, upon which Mr. Albert Al-bert Beckstead agreed to pay the taxes when he built a small home there several years ago, and upon which the taxes have been allowed to go delinquent. The Board agreed to investigate the matter and make an adjustment if possible. Mr. Adam Keller met with the Board in regard to the highway right of way being obtained from him for the Mink Creek Road, and requested that he be given an agreement in writing stating exactly ex-actly what is to be done on his property, in regard to certain buildings and fences that will have to be moved. He was advised that he should get in touch with Mr. Hank Sternberg, the State Engineer Engi-neer who is in charge of construction construc-tion of the Mink Creek Road. Mrs. W. K. Phippen requested an adjustment in taxes and valuation valua-tion of property recently purchased by them in Franklin County. It was agreed that the matter would be considered at the regular meeting meet-ing of the Board of Equalization in July, 1942. Mr. John Casperson met with the Board in regard to a contract for purchase of tax deed property which Franklin County has with his two sons who are in the army, and which Franklin County is cancelling can-celling because of dgfaulit in the payments. Clerk, C. L. Swenson, were pres ent. Mr. Hans Jensen, requested a reduction re-duction In valuation of certain properties of his which had been overassessed for 1941. An investigation investi-gation was made and it being found that the property was as-j sensed) erroneously, it was ordered that a reduction of $800 valuation be made, (Tax Statement No. 717), for 1941. It was ordered that the Clarence J. Currell tax deed property be sold to Mr. Clarence E. Kofoed for $80, on the basis of $20 down and $20 per year, plus 6 per cent interest on deferred payments, until the full amount has been paid. Mr. Wm. G. Palmier, Deputy Assessor As-sessor of Franklin County, requested request-ed the following actions: a reduction reduc-tion of $500 on the V.erl Fellows property Improvements on the basis bas-is of an overassessment, and it was ordered that the taxes on the assessed valuation of $50(1 be cancelled can-celled as an erroneous assessment, (Tax statement No. 92G); and that the cancellation of taxes on one tractor belonging to Dewey H. Nielsen, two tractors having been assessed and Mr. Nielsen owning but ono, (Tax statement No. 3195, taxes $12.37) ; personal property taxes on Miller's Coffee Shop, receipt re-ceipt No. 46, for 1941 be, cancelled as uncoUectable. It was suggested bv Mr. Shrives that the Franklin r Chase Kearl as a memier of the Franklin County Fair Board was discussed and accepted. Mr. O. A. Follett applied for a continuation of the deal whereby he was allowed a cancellation of one half of the interest accumulated accumulat-ed on his delinquent taxes. It was ordered that the full amount of interest in-terest and delinquent taxes be collected. col-lected. Mr. Ray Hunter discussed the matter of post-war projects in Franklin County and projects were approved covering road work and buildings. Pursuant to Section 30-7U8 and other appurtenant sections of the Idaho Code Annotated, it being agreed that the following described property was not necessary for the use of Franklin County, minimum prices as indicated were placed on the following described property: Beginning 92 rods West and 50 rods South of the Northeast corner of Section 27, Township 15 South, Range 39 East of the Boise Meridian, Merid-ian, and running thence WeBt 16 rods; thence South 8 rods; thence East 16 rods; thence North 8 rods to the place of beginning. Minimum price $300.00. Southeast Quarter of the North west Quarter of Section 33, Township Town-ship 15 South, Range 38, East of the Boise Meridian. Minimum price $S0.0O. No. 1. , Mr. Carl Oscor Peterson and the Board of County Commissioners discussed the contract entered into between Franklin County and Ma-linda Ma-linda Peterson, former wife of Carl Oscar Peterson, for the purchase of certain tax deed property near Franklin known as the Oscar Pe- terson home. It was ordered that pursuant to a verbal contract entered en-tered into between Malinda Peterson Peter-son and Franklin County Commissioners Commis-sioners at the time the contract for the sale and purchase of the property pro-perty was made, wherein Malinda Peterson agreed to allow Carl Os-' car Peterson to live in the said home for the remainder of hia natural na-tural life, that the County Auditor refuse to accept any further payments pay-ments from the said Malinda Peterson Pe-terson or to issue a tax deed to her for the purchase of said property pro-perty until such, time aa she had entered into a written contract with the said Oarl, Oscar Peterson whereby he shall be allowed to live in the said home for the remainder re-mainder of his natural life, and the County Auditor was ordered to advise the said Malinda Peterson of this order at the next instance January 19, 1942 The Board of County Commissioners Commis-sioners met from recess of January Janu-ary 13, 1942, all members present. The following resolution was duly passed. RESOLUTION WHEREAS, the budget for Franklin County for the fiscal year 1942 has been tentatively approved and must be advertised before it can be finally approved at the regular reg-ular meetings of the Board of County Commissioners in February 1942, and WHEREAS, it is necessary that funds be provided for the operation of the County for the fiscal month of January, 1942, until the budget for the fiscal year 1942 has been approved. THEREFORE, it is hereby RESOLVED RE-SOLVED and ORDERED, that the sums of $3000.00 for Current Expense, Ex-pense, $500 for County Aid, $500 for Weed Control, $3000 for Motor Mo-tor Fuels Tax Fund, $100 for Fair purposes, be approved and apportioned appor-tioned for the fiscal month of January, Jan-uary, 1942. The matter was discussed further and it was agreed that Mr. Shrives contact the Clarion and urge that some such arrangement be made. Attorney Ben B. Johnson requested re-quested that Loneta Hollingsworth be appointed as County Stenographer Stenogra-pher at a salary of $25.00 per month. The appointment was approved ap-proved as of January 1, 1942. - Mr. Ezra E. Larsen met with the Board in regard to some tax deed property assessed in the name of met from recess of January 19, .1942, all members present. Mr. Duke of the Idaho State Extension Ex-tension Service and the Board of County Commissioners met in regard re-gard to the appointment ot a County Agent for Franklin County. The recommendation of the Democratic Demo-cratic Central Committee for the appointment of John A. Morrison was filed by the Secretary J. P. Rasmussen. The matter of the Balary for the County Agent was discussed and it was indicated that the Extension Service pays $2000.00 of the County Agent's salary, sal-ary, and the County from $200.00 to $400.00. The necessary require ments for a County Agent In the State of Idaho were reviewed and Mr. Duke stated that the ruling of the Extension Service was that no local man, born and raised in the County In which he aspired, to be- ter was left for future settlement. Messrs. Leland Chatterton and Rich of the Cache Valley Clarion met with the Board in regard to the County legal printing. It was agreed that a contract would be executed ex-ecuted by the Cache Valley 'Clarion the Franklin County Citizen, and Franklin County in regard to the legal publications of Franklin County for the next six years, before be-fore any more of the County's legal le-gal printing is done. The Board agreed to take the matter up with Mrs. Callan, and advise the Clerk of the Board of their decision in the matter. Mr. Larsen also informed the Board that the facilities of the NYA carpenter car-penter and machine shops wrere at the disposal of Franklin County at any time the County might need any work, done or material which the NYA workers are equipped to do. Mr. Duke advised the Commissioners that their recommendation for appointment ap-pointment to the position of County Coun-ty Agent in Franklin County would be one of the three as follows: Yale Holland, William Craner, or Mr. Wardle. After considerable discussion, it was ordered that the matetr would be left to the decision of the Extension Service of the State of Idaho, as to who would be appointed. Upon the application ap-plication of Mr. Duke, it was ordered or-dered that clerical assistance for the County Agent, budgeted at $400, for 1942, be increased to $600. Mr. Ben B. Johnson met with the Board and advised them of the law in connection with the County's contract for sale of tax deed property pro-perty with Malinda Peterson. Mrs. Malinda Peterson met with the Board in regard to the proposed pro-posed agreement between herself and Carl Oscar Peterson. It was ordered that on the basis of a widow's exemption one-half of the taxes for 1941 on the home Flora Phillips bought from Claude Hawkes be cancelled. The matter of the tax deed property pro-perty formerly belonging to Harry Shrives was taken up with the Board, there being a request for its sale on file. It was ordered that the property remain in its present status until a further investigation was made of the matter. The application for tax exemption exemp-tion filed by Wm. E. Hansen, was duly considered and it was ordered that the exemption for 1942 bg approved. ap-proved. Beer Licenses were duly approved approv-ed and issued to R. G. Stokes, E. P. Commissioners would meet with Mr. Duke of the Farm Bureau on Jan. 21, at 1:30 p. m., for the purpose of recommending the appointment of a County Aget. It was ordered that the interest inter-est on the taxes formerly paid by Willard Larsen, May 10, 1940, interest in-terest amounting to approximately $22 be cancelled on the basis of an overassessment.
