Show EBeceive Mannks IFoir Priority j&pplisntinn Instructions Announced Franklin County Residents Apply For Rating Numbers Various people In Franklin county coun-ty have been receiving application blanks for priority rating numbers during the past several days. The reason for these blanks being sent out is explained in the following article from the office of Emergency Emer-gency Management: Instructions for a fundamental change in the priorities system of allocating war materials announced in Washington by J, C. Knowlson, director of industry operations for Ae war production board were received re-ceived Saturday by Ralph E. Bristol, Bris-tol, Salt Lake district priorities manager. Between April 1 and June 30, most of the blanket rating orders or-ders will be revoked or allowed to expire, and companies which have been operating under blanket rat- ings will be required to apply for priority assistance under the production pro-duction requirements plan. The rapidly increasing materials requirements of the war program make it impractical to continue the use of preference ratings wnich have been assigned under existing "p" orders to whole industries, without any .exact check of the amount of material which such ratings rat-ings may be used to obtain. Through the production require ments plan, the director of industry operations will continue to assign ratings to deliveries pf materials for essential uses, but the rating assigned In each case may be used only a specified quantity of materials ma-terials or products. Under the production require ments plan, a company makes a single application for priority assistance as-sistance covering all of Its estimated estima-ted materials needs over a three month period. The applicant must submit full Information as to his inventories,! the end use of his product, etc. Priority ratings are assigned on the basis1, of such applications ap-plications to permit producers of products essential to the war effort ef-fort or minimum civlian needs to obtain specified quantities of materials ma-terials during a quarter. Interim applications may be filed when a company needs additional quantities quanti-ties of material during the quarter because of increased war or other essential business. A modified production require ments plan has been developed to meet the needs of small firms whose business is less than $100,-000 $100,-000 a year. The effect of placing virtually all of American industry, including producers who supply the army and navy, under the production requirements require-ments plan will be to give the war production board closer, control ot the distribution and use of all scarce materials.
