Show Brand Inspection to Be Rigidly Enforced Regulations that will put a check to calf "rustling" and give the cattle raisers more protection against the - practice of someone invading premises prem-ises and carrying off stock, is to be rigidly enforced in this district, according ac-cording to Alfred Martin of Salina, inspector for the state board of agrt- j culture. A close tab is to be kept on butchers and others in handling and Inspector Martin will request records at frequent intervals, for the purpose of cheeking up. The state lnws are quite plain on the matter and for the benefit of those not familiar, special attention is called to Section 191, jBk. laws of Utah, as follows: "Any butcher, owner, manager or employee, of any slaugnter-house, packing company or corporation, copartnership, co-partnership, association, person or persons, slaughtering any cattle, before slaughtering meat animals, ' have same inspected by a brand In-' spector of the state board of agricul-ture agricul-ture and certificate of inspection issued. is-sued. Every person, or persons, not ' regularly engaged in the butcher, ' slaughter house of packing business, ! or regularly engaged in slaughtering j animals for sale, may slaughter any , neat animal without having brand in-spection in-spection and sell the hide, and shall j furnish to the buyer of such hide or 1 hides with a bill of sale rendered in duplicate, one copy to be retained by j the seller and produced upon demand 1 of any person, showing kind, age, weight of animal and brands thereon, there-on, giving position of same; and It j shall be the duty of said buyer to j have all hides in his possession in- j spected by a brand inspector of the j board before their removal from the I county in which animals were slaughtered. slaugh-tered. It shall be a misde-1 meanor for any person, firm or cor- j poration having purchased hides, to have in his or their possession, any hide not accompanied by a bill of sale or brand inspection certificate and to remove any hide from the county wherein the same are purchased pur-chased without having in his possession posses-sion a brand inspection certificate, lc shall be unlawful for any person to mutilate, alter , or deface any brand or other mark by which cattle, horses or mules, or the hide of any cattlo may be identified, or to destroy or conceal any hide for the purpose of preventing the discovery of the identity iden-tity of any such animal." Under the broad, general powers given by law to the state board of agriculture governing brand inspection, inspec-tion, and in particular under the provisions pro-visions of above section 191, the board has adopted a regulation which provides as follows: "Every person, firm or corporation slaughtering any t animal where it is impossible or im- practicable for said animal or animals ani-mals to be inspected by brand inspector in-spector before same are slaughtered, I setting forth the name of the person' or persons from whom said animals 1 were purchased, a description of said animals, showing brands, ear marks, color, age, weight, sex, etc.; and other information that would be of , assistance in the identification of said animals, which records shall be j open to the inspection of the public. It shall be the duty of every person, firm or corporation so slaughtering ' uninspected animals to immediately notify the local brand inspector of , any animals so slaughtered that have 1 not previously been inspected, so ' that the hides of such animals may . be inspected by him while green. It shall be the duty of every butcher, ' market, hotel keeper or other purchaser pur-chaser of veal calves or other neat I animals, whether alive or dressed, to tak.e and keep bills of sale therefor from the seller; and in addition to make and keep a record of all calves or other neat animals so purchased setting forth the date of purchase,! name or the person or persons from ! whom purchased, the number, sex, j color, breed, brands and earmarks, if anp, and any and all other means of identification, which record shall be open to the inspection of the public." |
