Show SHALL CAREFULNESS BE PENALIZED The A. A. A. goes on record as being unalterably opposed to compulsory automobile insurance, which is being advocated in a number of states. Among its reasons for this opposition, it cites the following: Expert opinion is that compulsory insurance doe3 not prevent accidents. Its adoption would be a step toward state insurance. zzAt the Hoover conference it was voted down as not being conducive con-ducive to safety. . . It would tend to develop irrisponsible companies and multiply multi-ply frivolous and excessive claims, and so increase insurance rates. The cost of such insurance to motorists in the aggregate would be out of all proportion to uncompensated losses, to guarantee which, amounting to something Sike; fifty million dollars, compulsory com-pulsory insurance would mean making motorists carry additional insurance amounting to something like 547,200,000 dollars. Probably Prob-ably less than 5 per cent of all drivers cause most accidents and the majority should hot be penalized by the small minority. |
