Brazil has resigned as a member of the council of the league of nations, in which she holds a non-permanent seat. As to Brazil's resignation resigna-tion from the league of nations, the decision on this important step will be communicated later. Such, in brief is the substance of a telegram from his government, which Dr. Mello Franco Fran-co handed to Sir Eric Drummond, secretary sec-retary general, at a meeting of the council Thursday night, June 10, as given out by members of the Brazilian delegation. The council did not accept Brazil's resignation, on the ground that the assembly of the league alone is empowered em-powered to act. A second feature of a most exciting j day in league history was the an- I nouncement by the representative of j Spain, Sonor Quer Boule, that his j country could never accept clasifica-tion clasifica-tion as a secondary power, and that her attitude towards the general council coun-cil problem remained unchanged. Both Brazilian and Spanish announcements, an-nouncements, which arise from the fact that these countries think their cause of obtaining permanent seats in the council is hopeless, have created the greatest confusion, and it is not known yet definitely whether Brazil and Spain actually intend to quit the league. Diplomatic efforts will be concentrated concen-trated to induce them not to take what Sir Austen Chamberlain has called call-ed an irrevocable step perhaps by promises to support both of them for reelection as temporary members, whereby they will virtually become permanent members. Brazil's stand as interpreted bythe league, is that, in order not to be in a position of vetoing the election of Germany to the council, she withdraws with-draws from that body. The question of Brazil's resignation from the league is left open, with the possible intimation intima-tion that she may withdraw from the league unless she obtains a permanent seat. This conception is based on Dr. Mello Franco's statement that Brazil will make a definite and final report to the reorganization commission. |
