Show PREMIER STOLPIN RESIGNS. Rejection of Bill for Self-Government in Western Provinces Causes Premier's Fall. St. Petersburg. P. A. Stolypin, premier pre-mier and minister of the interior, resigned re-signed Monday, and the resignation was promptly accepted by Emperor Nicholas. V. N. Kokovsoff, minister of finance in the Stolypin cabinet, will be the new prime minister. Premier Stolypin presented his resignation res-ignation personally to the emperor. His action was due to the rejection by the council of the empire of the Zemstvo bill for self-government in the nine western provinces. The premier decided to make the crisis a personal issue, and the quickness quick-ness of the emperor's answer was accepted ac-cepted in certain quarters as substantiating substan-tiating the report that the emperor has abandoned the premier to his fate by telling the conservatives in the council of the empire, through M. Tre-poff, Tre-poff, to vote "according to their conscience." |
