Show Garfield County Commissioners Meet PANGUITCH Commissioners Commission-ers Louise Liston and Maloy Dodds took on a challenging agenda on Feb. 28 with Commissioner Clare Ramsay absent for a meeting with Gov. Mike Leavitt. Also present were County Attorney Wallace Lee, County Engineer Brian Brem-ner Brem-ner and County ClerkAuditor Camille Moore. Johns Valley Road Bremner reported the findings of a review committee which studied bids received for engineering on the Johns Valley Road. The committee recommended the commission accept ac-cept the bid of $77,592.50 from Creamer and Noble Engineers. After Af-ter discussion, the commission gave Camille Moore authority to finalize the contract when it was received. re-ceived. Executive Session The commission announced an executive session for personnel issues is-sues and pending or threatened litigation liti-gation discussion. Present at the session were Brian Bremner. Jay Brooks, Derlynne Brooks, Dean Gledhill, Sam Spencer, Farlin Be-hunin, Be-hunin, Dwight Haycock and Wade Barney. Commissioner Dodds explained ex-plained to those present the county policies and procedures dealing with disciplinary actions and the grievance griev-ance process. Executive session began at 10:35 a.m., broke for lunch and reconvened re-convened at about 2 p.m. Upon returning re-turning to general session, the commission announced that after carefully weighing information given in executive session, they would accept the recommendation of Public Work Director Brian Bremner and terminate the employment em-ployment of Jay Brooks. Ticaboo School Building Steve Christiansen, LDS Church Facilities Manager for the southern area, discussed the use of the school building at Ticaboo for church services. Christiansen asked the commission if they would be willing to enter a long-term lease that would allow the LDS church to continue to use the building and perform necessary maintenance on the building. The commission asked Attorney Lee to check on the terms of the lease of the property with the State Institutional Institu-tional and Trust Lands Administration. Administra-tion. A decision will be made at a future meeting. Hospital Board Members The following names were recommended rec-ommended as potential Hospital Board members. Letters will be prepared for Commissioner Maloy Dodd's signature asking them to serve in this capacity. Representing Represent-ing the commission as chairman, Maloy Dodds; hospital employee Ron Hatch; physician Shaun Shurtliff who is the medical staff president; Janet Oldham as Panguitch Pan-guitch City representative; John Houston, PanguitchHatch; Nancy Twitchell and Ferrell Brinkerhoff representing Bryce ValleyAntimony; Val-leyAntimony; and Linda Mansell and Sheree Reichsteiner, Escalante representing EscalanteBoulder and Ticaboo. County Attorney Substitute The commission adopted a resolution reso-lution providing for legal coverage for the county in the absence of County Attorney Wallace Lee. The resolution appointed Special Deputy Dep-uty Garfield County Attorneys Scott M. Burns, Iron County Attorney; At-torney; Mary Woolsey, Deputy Iron County Attorney; David Doxey, Deputy Iron County Attorney; Paul Bitteman, Deputy Iron County Attorney At-torney and Colin Winchester, Kane County Attorney. The resolution was to take effect immediately upon adoption. Telephone Answering Contract Garfield County Travel Council Director Bruce Fullmer presented a contract between Garfield County DBA as Color Country Co-op and the Utah Travel Council for telephone tele-phone answering and fulfillment of requests by the Utah Corrections Industries and the Utah Travel Council. The commission gave Maloy Dodds authority to sign the document upon review by the county attorney. Property Tax System Review Lee Brennan with the Utah State Tax Commission appeared before the commission to provide an overview over-view of the review the state is conducting con-ducting on the county property tax system. She would be working with various departments for the remainder of that week reviewing procedure and policy. Commissioner Liston voiced her concern over the heavy burden already placed on the county's department de-partment heads and the additional, work it will be to fulfill the requests, re-quests, provide documentation and time constraints of the review. There was also a discussion of the authority of the State Tax Commission to conduct studies of this kind. Brennan assured commissioners com-missioners she would be as unobtrusive unob-trusive as possible and was willing to work individually with each department de-partment to schedule the time needed. |
