PUBLIC NOTICE CSBG APPLICATIONS ACCEPTED The Five County Association of Governments announces they are accepting applications for Community Commu-nity Services Block Grant (CSBG) funds for fiscal year 2000. These monies will be made available to Southwestern Utah for the period of October 1, 1999 through September 30, 2000. Inese funds are designed to assist low income residents and are to be used. to impact the causes of poverty pov-erty in the local area. The reasons for the decision not to prepare an environmental impact statement are as follows: Due to the nature of the project and location, there is no potential significant impact upon the environment envi-ronment or nopulation. PUBLIC COMMENTS ON FINDINGS All interested agencies, groups and persons disagreeing with these decisions are invited to submit written writ-ten comments for consideration to Escalante City at 56 N. 100 W., Escalante, UT 84726 on or before June 25th. 1999. All comments must clearly specify which decision they object to --the Finding of no significant Impact or the Kequest for Release of Funds. All comments com-ments so received will be considered by grantee prior to its taking any administrative action or requesting release of funds on the date listed immediately able. RELEASE OF FUNDS Escalante City will undertake the project described above with Block Grant funds from the Utah Division of Community Development Develop-ment (DCD) under Title I of the Housing and Community Development Devel-opment Act of 1974. (Grantee) is certifying to DCD that Mayor Lenza Wilson (Chief official) in hisher official capacity, consent to accept the-jurisdicfion of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, re-views, decision-making, and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, Escalante City may use the Block Grant funds and DCD will have satisfied its responsibilities responsibili-ties under the National Environmental Environ-mental Policy Act of 1969 and other environmental responsibilities listed in 25 CFR Part 58. OBJECTIONS TO STATE RELEASE OF FUNDS DCD will accept an objection to its approval of the release of funds and acceptance of the certification only if it is on one of the following bases: (a) that the certification was not in fact executed by the certifying certify-ing officer or other officer of applicant appli-cant approved by DCD or (b) (hat the applicant's environmental review re-view record for the project indicated omission of a required decision, finding or step applicable to the project in the environmental review process or (c) another Federal agency has submitted written comments com-ments pursuant to section 309 on the Clean Air Act or Section 120(c) of NEPA. Objections must be prepared and submitted in accordance accor-dance with the required procedures (24 CFR 58J and may be addressed to CDBG Program, Division of Community Development, 324 South State Street, Salt Lake City, Utah 84111. Objection to the release of funds on bases other than those stated above will not be considered by the Division of Community Development. Develop-ment.
