CONTRIBUTION CONTRIBUTION CON CON- TO SUPPORT MINIMUM MINI MINI- MUM SCHOOL PROGRAM IN PORTION OF PUBLIC SCHOOL SYSTEM Be it enacted by the Legisla ture tare of State of ot Utah two thirds of all members elected to each of the two houses voting In favor thereof Section 1 It Is proposed t to tJ amend see sec 7 of Article XIII of the constitution of the state of Utah so that the same shall read as follows Sec 7 The rate of taxation on tangible property shall not exceed ex ex- c. c Geed on each dollar of valuation two and four tenths four tenths mills for general State purposes and such additional levy as the Legislature Legisla Legisla- ture may provide for the States State's share of the support of a portion of the public school system as defined in Article X Section 2 of this Constitution such portion consisting only of ot kindergarten schools common schools and high schools The State shall contribute not more than 75 15 of the total cost of operation and maintenance of at a minimum school program In the State as such program shall from time to time be a determined upon by the Legislature Not more than 75 of the States State's portion of ot the revenue i necessary to finance the operation opera opera- tion lion and maintenance of such minimum school program shall be raised by a State property tax levy and the remainder thereof shall be raised from other State I sources The Legislature shall determine by law the method of allocation of the States State's con to the various school districts Section 2 The secretary of state is hereby directed to submIt submit INTANGIBLE I PROPERTY Be it enacted by the Legisla ture of the State of ot Utah two two- thirds of all members elected le ted to each of the two houses voting in fa favor vor thereof Section 1 It Is s proposed to amend sec 3 of Article XIII of ot the constitution of the state of Utah as follows Sec 3 The Le Legislature shall provide by law a uniform and equal rate of assessment and taxation on all tangible property property prop prop- erty in the State according to its iti value in money and shall prescribe pre re scribe by law such regulations as shall secure a 3 I just valuation for taxation property be taxed as property the rate thereof shall not exceed five mills on each dollar of val val- When exempted from taxation as property the taxable income shall be taxed under any tax based on incomes but when taxed by the State of Utah as property the income shall not also be taxed The Legislature may provide provide pro pro- vide for deductions exemptions or and/or offsets on any tax based upon Income The personal Income income In in- come tax rates shall be graduated graduated but the maximum rate shall not exceed six per cent of ol net Income No excise tax rate based upon Income
