" j" " " moneys in Utah county, reported as follows: Whekeas, Section 82 of an act of the Legislative Assembly of the Territory Ter-ritory f Utah entitled "an act to provide pro-vide for a uniform system f fre schools throughout Utah Territory" provides that the Country Treasurer shall receive and hold as a ipeci-al ipeci-al school fund, subject to the . orders of the County Superintendent, all district dis-trict schpol moneys from whatsoever source received, and keep a separate, account thereof, and when tbe same is apportioned to the school districts, shall open and keep a separate account with each district, and Whekeas, It is provided by thu aforesaid section that the County Treasurer shall receir such compensation compensa-tion out of the County School Fund a: the County Court may determine for services rendered by him in pursuance of the aforesaid act therefore. iV.Wrcf, That the compensation of the County Treasurer for disbursing t lie district school funds be and tin; same is hereby established at $100 per annum, to be paid out of the County School Fund. The County Superintendent of Schools submitted the following estimate esti-mate of the amount of school funds necessary to be raised for 1S91: To the Honorable County Court of Utah County. Gentlemen: In accordance with law I herewith submit an estimate of school funds needed in Utah county for t lie school vtar commencing July 1, 1S91. The number of children in th4 county between the ages of 6 and IS years, according to the enumeration of July last, is 77G1. Estimating tint there will be an average enrollmen, throughout the year of GO per cent of this number, each school to consist of fifty pupils, the average number of schools for th four terms will be ninety-three. The average manthlr compensation of teachers is about S-55, which would require Sol. -550 for tho payment of teachers. Add to this $5000 lor current expenses of running the schools, including the salary of the County Superintendent, and the Boaid of Examiners and the expenses of the summer institute, the total probaMe fund needed amounts to $51! .550 To meet this we will receive a Ten imial apportionment of about $-10,000, leaving leav-ing $16,150 to be raised by the county, which would require a tax of a little more than H mills onthe dollar. The law requires that the schools be kept open at least threo terms. Although the school la w J is not quite clear on the question, the Territorial commissioner has given it as his opinion that not only the current expenses of running schools niu .usu the compensation of trustees shall be paid out of the Territorial and coumy funds; ami it this were done in all the districts it. would necessitate a larger sum than I have estimated.
