The intimation J made by Balfour in the Commons yesterday yes-terday to the effect that a local government govern-ment bill for Ireland, based on the same lines as the English and Scotch .acts, will be introduced by the government govern-ment at the next session of Parliament, if founded on a fact, and that sucii a liiounure will certainly bo'come a pariTiTr' tjie government program for the next session. The discussion of estimates in Parliament has been made the occasion occa-sion for long reviews in the press, in which the improved condition of Ireland, Ire-land, the fact that agrarian crime has diminished, trade, increased, evictions lessened in number, boycotting almost ceased, the plan of campaign is almost extinct, and emigration decreased, are considerably touched upon. During the past week, five of the , rincipal banking corporations in Ireland Ire-land have held annual meetings and declared a dividend of 10 per cent. Peter Pascoe, the son of Superintendent Fascoe, and James Dower, were suffocated suffo-cated by smoke in the Republic Iron Mine to-day. Young Pascoe, with three companions, went down No. 7 shaft to ascertain the extent of the liie which b-gan yesterday. The whole party was overcome by smoke. Pas-coe's Pas-coe's companions reached the skip and were drawn up, and joung Dower wont down with four men to find Pascoe. A Defaulting Teller Arrested. City of Mexico, July 21. William II. Pope, the defaulting state treasurer of Tennessee, was arrested at this city and held awaiting the action of the Tennessee authorities. Louisville, Ky., July 21. W. II. Pope was formerly the teller of the City National bank, of Louisville, Ky., and on March 30, 1890, failed to put in an appearance. When the safe was opened $00,000 was found missing. From that time absolutely nothing has been heard of Pope until the dispatch from the City of Mexico announcing his arrest was received, A Drawu Fight. St. Paul, July 21. A crowd tonight to-night witnessed a twelve round fight between Kemmick and Murphy for 3400. Both men did good work. Murphy Mur-phy was very quick, and had he been stronger would have won.
