Washington, July 31, The Spanish . eciprocity treaty and diplomatic corres pDiidence pertaining thereto was made :ublic to-day. President issuing the proclamation announcing the full text of the tie ty. It was made pursuant Co the last tariff act, with a view to securing se-curing a reciprocal trade. By reason of Lhe exemption from duty on sugar, molasses, coll'ee, and besides upon their .mportation into the United States, under the terms of the treaty the fol-lowing fol-lowing articles manufactured in the united States and included in what is lci med a -'uansity" schedule, w ill be .uliiikted into Cuba and l'orto Rico tree after September l,next; meats, salt and canned, jerked beef excepted. ard, tallow, Tresh, dried and smoked lish, canned oysters and salmon, oats, oi.rley, rye, buckwheat and flour ot these grains, starch, maize and other alimentary products of corn (excepting corn inei.l) ; cotton seed, oil and meal ake of said seed for cattle; hay, straw and bran, l'revh, dried and preserved iruits, except raisins; vegetables, rosin, mrpenti e. wood of all kinds, wagons, sewing machines, raw petroleum, coal and ice. The following articles are to be admitted on payment of duties stated: Corn, 25 cents per 100 kilograms, cornineal 2-5 cents, wheat from January it, ISiil', 30 cents; wheat flour from same time. SI ; butter and cheese, re-lined re-lined petroleum and boots and shoes be admitted at a reduction of twenty-live per cent. From and after July 1, 1S02, as per definite arrangement, the following ait-scle.s ait-scle.s will be admitt d free: marble, jasper, alabaster and other stones, including in-cluding cement, mineral waters, ice, coal, pitch tar, resin, turpentine, asphalt, as-phalt, raw petroleum, bricks and tiles, gold and silver coin, pig iron, noil pipes, beams, rafters, wrought iion, steel wire nails, screws, nuts and pipes, raw cotton, cotton seed, oil and meal cake, tallow and other animal greases, books and pam-i pam-i phlets, woods ot all kinds, manures, agricultural implements and machinery, machin-ery, materials and articles for public works, such as railroads, tramways and roads, salted and canned meats, jerked beef excepted, butter, lard, cheese, fish of all kinds and canned oysters ami salmon, oats, barley, rje, buckwheat and flour of these grains, starch, maizens and other alimentary products of corn, except cornmeal, fruits, except raisins, vegetables, hay, straw and bran, trees and plants, shrubs and garden seeds, tan bark. The following are to be admitted on payment duties staied: corn ami- maize, "5 cents per 100 kilogram", corn meal, 2-5 ts-jwJ2?-,'"U4wtits.Uvhcat flour ifl, authorization for fret' admission not obtained, 1 percent, ad valorem. The following will be admitted at a leduetion of 50 per cent.: marble, jasper, jas-per, alabaster of all kinds, glass and crystal ware, plate and window glass, and the same silvered, uuicksilveied, etc., clay in tiles, covered tiles, root tiles, glazed tiles, and pipes, stoneware, fine earthenware and porcelain, iron and steel axles, tires, springs and wheels for carriages, nvets and washers, iron wrought and steel in 'line manufactures, or those polished with coating of porcelain or part of other metal, needle, pins, knives, razors, scissors, linplate in sheets or manufactured, all other common com-mon metals and alloys of same, furniture, furni-ture, of all kinds of wood or metal, brushes, vegetable hair, broom coin, w illow, straw and other similar articles, arti-cles, pastes for soup, rice, flour, bread and crackers, and alimentary farinas far-inas not comprised in other schedules, sausages, stuliea meats, musiaru, sauces, pickles, jam and jellies, rubber, gutta percha, and manufactures there ot rice, hulled or unhulled. The following are admitted with a reduction of duty of '25 per cent: Petroleum, Pe-troleum, refined "and benzine, manufactured manufac-tured cotton, spun or twisted, and cotton cot-ton goods of all kinds, woven or knit and same mixed with other vegetable and animal fibres in which cotton is equal or a greater component part, and clothing exclusively of cotton, rope, cordage and tw ine of all kinds, siioe flacking and varnishes, soap, perfumer'.', perfum-er'.', medicine and drugs, stearine and tallow manufactured into candles, paper for printing, for decorating rooms, of wood or straw or wrapping and packing, bags and boxes of same, i sandpaper, and pasteboard, leather and ' 'kini. dressed, burnished, or Japanned j of all kinds, including sole leather or I beltmg. boots and shoes, trunks, valises and other similar articles in whole or I part of leather, harness and saddlery. I In consequence of the increase of ' duties, and cherishes the hope that the I l'resi.leiit v. ill-recommend to Congress ; a rediicticn of the duty on tobacco of i sa id i.-iainls.
