Colonel Tom Moonlight nobody ever called him Thomas except the state department de-partment clerk who made out his commission com-mission as minister to Bolivia was at the capitol the other day saying goodby to his friends. Colonel Tom tells this story: ""When I received my instructiona at the state department, I was told that I must be very careful and punctilious when I reached La Paz, the capital of Bolivia, abont my attire. I was particularly partic-ularly informed that I must not appear in the streets unless I wore a silk hat. " 'Good God!' I exclaimed, fondly stroking my soft sombrero, 'I never wore a high silk hat except once. It was when I was governor of Wyoming, and we were celebrating Fourth of July or some other holiday. I was told that the governor gov-ernor oucht to wear a tile, and so I put one on. 1 naa not gone co yards before a cowboy, just in from the plains, sent a bullet through it. He said that a man ought to have better sense than to wear a silk hat in Cheyenne, and, to tell the truth, my sympathies were with the cowboy.' "When I get to Bolivia, however, 1 am going to wear one again. The state department tells me that if any one shoots at me I can call upon the entire United States for protection."
