M. BBHH Dougal, who, himself, only the year SBBH before, as county registrar, had ap- HB proved the registration of these very HHH same voters in that precinct, under HBH exactly the same state of facts, and hBSSH without any change of the law. flfflB When the contest was inaugurated IBHHh! bo menton was made of that point.
