Show SUMMIT COUNTY NEWS JUNE 22, 2012 Mountainlands receives CHIP Grant MCHT is excited to announce that it has been selected as a recipient of the Cornerstone Homeownership Innovation Program (CHIP) grant! Mountainlands Community Housing Trust is proud to be one of ten affordable homeownership organizations selected to implement the Cornerstone Housing Innovation Program (CHIP) nationwide. MCHT and the CHIP counterparts are seeking to preserve home affordability over the long-term while also offering asset building opportunities to homeowners. CHIP participants are expected to build or expand programs designed to preserve affordability of a portfolio of homes and document the impact of individual programs and the sector as a whole. Homeownership has been critical to accessing quality neighborhoods with strong schools and is the primary way low-income individuals have built assets. For this reason, federal, state and local governments spend billions annually on programs intended to promote homeownership but the overall impact of this investment is still unclear. To address this need, the CHIP program will implement a database in order to more effectively track program outcomes and ensure that investments in CHIP are having a positive impact on the community. Here in Summit County; the CHIP program will expand the number of available properties available to low and moderate income families. It will also provide MCHT with resources to develop programming to help new and potential homeowners with the following: 1. Obtain and remain in permanent housing; 2. Improve self-determination; 3. Increase financial literacy and / or income. MCHT will use CHIP funds to partner with homebuyers to invest public and private dollars into a property to make it affordable. MCHT then works with the buyer long-term to ensure the homeowners are financially responsible, keep up the property, and protect the public investment. Homeowners then have an opportunity to build wealth and keep the home affordable for the next buyer—passing on the benefit of the public investment when selling the home. MCHT currently has a portfolio of 111 deed restricted homes and will expand this stewardship to 300 by the end of the year and several hun- dred more in the following years. MCHT will also create and monitor restrictions and educational programs for owners to prevent foreclosures and other problems that could jeopardize program goals. MCHT will also assist with a needs assessment to evaluate affordable housing needs for Summit County, and advocate for revising / amending model restrictions and land trust documents to reflect national best practices. MCHT understands that well designed and managed homeownership programs can offer homeowners life-altering asset building opportunities while preserving the affordability of homes to serve future generations of low-income homebuyers. That result does not happen automatically; it requires active education and ongoing attention. The CHIP program will build on MCHT's nationally recognized organizational capacity to manage and oversee these programs over the long term. The CHIP grant will be an asset for MCHT and the entire Summit County community. To learn more about Cornerstone Partners and the CHIP program please visit: www.affordableownership.org Shots fired in Summit County Summit County - At approximately 0315 hours on the aforementioned date, deputies were summoned to 6180 North Fox Point Circle to investigate a fight-in-progress call. While deputies were responding to the scene, dispatch received numerous calls indicating shots had been fired. Upon arrival, deputies immediately apprehended one suspect, and eventually apprehended two additional suspects with the assistance of a K-9 unit. A large-caliber pistol and 4-5 five shell casings were located inside the suspect vehicle. It is believed that one of the suspects fired 4-5 indiscriminate shots—which struck at least one unoccupied residence—as the trio was attempting to leave the area. All three suspects are Latinos with extensive criminal histories; moreover, the suspects were inebriated at the time of arrest. Although the incident is still under investigation, preliminary evidence suggests that the original altercation took place at a gathering where numerous individuals were engaged in adolescent alcohol consumption. Formal charges are pending; additional information is forthcoming. PAGE A3 Sheriff's Report Blotter • Bear River Service Area: A logging company reported over $6,000 in missing equipment. The equipment was later located outside the suspects place of business. Both suspects were eventually located and arrested. • Highland Drive: Off duty Trooper called in a reckless driver on 1-80 eastbound mm 144. Trooper followed the vehicle to Highland Drive where the driver stopped and confronted the Trooper. Deputies arrived on scene and it was determined that the driver was too impaired to drive and was arrested for DUI and transported to the Summit County Jail. • Browns Canyon Rd.: Following a traffic stop, the driver of a vehicle was found to have an active warrant for his arrest. The driver was taken into custody. During an inventory of the vehicle, prior to impound, an orange pill identified as Alprazolam was located inside a cigarette wrapper. The vehicle was impounded and the driver was booked into the Summit County Jail for charges of possession of shedlV controlled substance, possible drug para., speeding and warrant. • Ragnar Relay Deputies, PCPD and UHP all worked traffic and crowd control assignments for one of the larger events of the year. • Lacrosse Tournament, The High Uintah Cycle Race and Cheerleading Camps brought large numbers of motorists to the Summit County Areas. - Fatal crash - 2 die after motorcycle crosses into oncoming lane At approximately 2:38 p.m., Saturday, June 16, Patricia, 59, and Ross Bartholomew, 63, were killed Saturday afternoon on Mirror Lake Highway, SR 150, as they veered into the oncoming lane and struck a car head on. They were residents of Centerville. The two male passengers in the car were not injured. The vehicle was smashed, but the passengers in the car were not injured. The 2011 Harley motorcycle was traveling westbound and crossed the center line on SR150 (Mirror Lake Highway), and the other vehicle, a 2004 Buick, was traveling eastbound when they collided. It happened approximately six miles east of Kamas, stated UHP, and the two lanes were closed for about two hours for emergency crews to complete their investigation. The two motorcyclists were pronounced dead at the scene from the injuries received in the crash. Summit County Little Buckaroo Royalty Francis approves various fee increases CHERYL OVARD SCN Editor Alison Weyher noted at the June 14th City Council meeting the various fee increases which have been approved by the City Council. Building permits, Demotion permit, lot line adjustment permits, conditional use permits and annexation fees have been increased for Construction and Development. It was also noted that on "new construction" it will be required that all accessory units to have separate water meters. This does not impact existing units. Water rates have been updated to reflect the current Francis rate structure and the Late fees, shut off notices have been updated to eliminate the notice fee, but will include a $25 late fee if a door notice is posted. Other adjustments for rental of City Facilities have been increased to $30.00 for residents and $55.00 for nonresidents. A fee for parking area rental (not including building usage) has been added for $75 per day. CONTINUED FROM FRONT "free massages" at the booth on the football field at the PCHS meeting place for all winners (as they all are!) Local volunteers assisted with the exchanges and assisting the runners, and some mayors and town-folk were amongst the cheering crowds, giving advice or cheering every team member through the "exchanges". It has grown from a mere 500-600 teams in 2009 to this year's total of 1,125 teams and multiplied by 12 per team for the members divided into teams, (ultra teams had only 6 on the teams) that's a "lot of runners"! They ran a distance this year with the minor changes of about 198 miles starting at Logan and finishing in Park City. Summit County alone has a very good representation of family and friends running, and even youth and younger folks were spotted running together. Ragnar is a great supporter of the schools in Summit County and welcome special requests by some of the runners who's family members are in need! One runner stated... "Ragnar is a reminder that when you feel like life is all uphill and you're ready to quit the climb, that just over the horizon is the finish line."
