Show Page 2 Thursday, November 10, 2011 The Gunnison Valley Gazette GUNNISON CITY MAYOR'S CORNER Tis The Season Centerfield to hold holiday decorating contest Lori Nay Update on Main Street Revitalization CPR Project, "Bringing Life Back to the Heart of the City" There is an excitement in Gunnison that is building momentum. A stronger pulse is beating downtown as the community begins to realize the results of the City's Main Street Revitalization Plan. I want to update you on our progress and share with you what other positive actions have developed after the Revitalization Plan was funded. The phenomenon the City has experienced is called "The Snowball Effect." 1. STREETSCAPE IMPROVEMENTS & PLAZA DEVELOPMENT - Construction begins July, 2012 "The Original Snowball..." To recap: A Concept Design Plan for Main Street Revitalization was developed over a two-year period with the help of committees and design professionals and was presented to the public in February 2011. The City proposed the plan to various State Agencies and was able to secure $835,000 with nearly half million dollars or $460,000 in grants being the majority of the funds. Since then the Steering Committee and City Council has had several meetings to prioritize design elements proposed in the concept plan and has made revisions based on public input. Our design team and engineers are currently working through all of the details and getting them coordinated on paper. Please watch for a revised plan for review shortly after December 1. 2. THE FACADE INITIATIVE — Main Street Business Grant Program — Construction began July, 2011 "The Snowball starts to roll..." Wherever I go, I hear people say how excited they are as they watch the faces of businesses change and how much fun it is to see the progress taking place on a daily basis. The City's Façade Initiative is the reason behind this change. The City firmly believes that without the Main Street Project (the Snowball), the funding partners and business owners would not have invested money in the major improvements on frontages that we see today. This initiative was developed as a result of public discussion last February when citizens identified the need for store front improvements and told of how important it is to restore our unique historic architecture. The City listened and put together a partnership with the County and the State to provide incentives and expert advice to accomplish that intent. The City, the County, and State Architect, Don Hartley (aka the Main Street 'Doc') met with each interested property owner to envision possible upgrades that would be eligible for a grant of 50% with a maximum benefit of $3,000. For example, a business owner would need to spend at least $6,000 in order to receive a $3,000 reimbursement. With a $30,000 investment by the City using the general fund and Wind River Settlement, twenty-four business owners have been able to take advantage of this grant incentive. When the proposed projects are completed by December 31, 2011, the City anticipates a cumulative investment value up and down Main Street of over $300,000 which is a 10 to 1 return on investment to the City. No wonder everyone is excited! The property owners need to be recognized for their contributions and commitment to our community. Their investment adds a new dimension and vibrancy to downtown. Consider adopting the slogan to "Shop Local First." Your hard-earned shopping dollar spent at local businesses makes it possible for them to stay in business to provide goods and services to you and invest back in their inventory and our community. Research shows that when you shop locally, your dollar is spent over 6 times again throughout the City. If you want to make a difference in our local economy, "Shop Local First." 3. INFRASTRUCTURE UPGRADE — New Water Line, Storm Drainage System — begins July, 2012 "The Snowball gets bigger..." The Infrastructure Upgrade will replace culinary water lines from 300 North to 300 South on Main and will develop a Storm Water Drainage System after an extensive study is completed. These improvements were found necessary as the City recognized the deteriorating status of these culinary lines. Also, as the City worked with UDOT to solve storm drainage issues, it was found that the problem required more work than had been expected. UDOT agreed to pay for a drainage study so that good information would be used to develop a storm water drainage system. The City made a proposal to the CIB for a grant to help fund the infrastructure upgrades. The City meets with the CIB Board on December 1 to present our grant request. 4. CORPORATE INVESTMENT AND MATCHING GRANTS — construction begins Feb, 2012 "The Snowball continues to grow...." After learning of our Revitalization Plans, Rocky Mountain Power agreed to invest in our community and join the cleanup efforts. In February 2012, RMP will demolish two vacant buildings (not used since the 80's), build an attractive new fence, and deed 15 feet of frontage property to the City for enhancements along Main Street from 300 South to Freedom Ford. The Snowball keeps rolling as a matching grant of $5,000 from the Utah Division of Forestry, Fire and State Lands was received last month to plant trees on this newly acquired frontage. Also additional grants totaling $16,000 have been received for development of the Plaza that is planned for the former Top Stop property. 5. Volunteers, Bill and Bridget Funk of manti will teach the four-hour course. Hours are 9 a.m. to 2 p.m. with a break for lunch. The cost is minimal, $12 for AARP members and $14 for nonmembers. The fees are for materials for attendees. There are no exams. Completion of the course can reduce your car insurance by as much as 5%-10%. Box I State After an incredibly successful trunk or treat for the community, the Centerfield City Mayor and City Council will now host a city wide holiday decorating contest. The holiday decorating contest will be for all city residents and will run through December 26th. The mayor and city council will spend the season watching throughout the city for the home with the best decorations. The winner will then be awarded a $50 prize with $25 going to the second best home and a $15 award presented for the 3rd place. Winners will be announced after the conclusion of the competition.
