The. following members of the Council were present: Mayor Mark Yardley, Council Members Craig Wright, Connie Fails, Chris Smith, Gary Brown, and Lynn Harris. Also, present are City Manager Brent Blackner and City Recorder Anona Yardley. Agenda Items for County Commission Work Meeting Manager Biackner handed a List of agenda items for discussion at a meeting with the County Commissioners, (Exhibit 3-8-2011E) The COG meeting is on March 16, 2011 in Milford. Council discussed additions to the list. . Beaver County School Dist. New Elementary School Impact Fees - The School District has included in their bid the improvement of the roads around the school. This will make a difference in the fees charged by the City. Manager Blackner handed out a list of the proposed impact fees. The list was reviewed. Alt voted in favor. None Opposed. EAGLE SCOUT PROJECTS Seth Myers. Eagle Scout candir date, met with the Council to present his Eagle Scout Project of building outdoor benches to put at the baseball .complex around the concession stand. Seth handed out a plan for the construction of the benches. (Exhibit 3-8-2011C) They will be constructed of redwood. The cost of two benches is approximately $500. The City will only contribute $400. The benches will be a great addition to the complex. Council Member Smith moved and Council Member Harris seconded to accept the project. All voted in favor. None opposed. RADON COMMITTEE GRANT APPLICATIONS Penny Yardley, Radon Committee Chairman, met with the Council to discuss the Radon Mini Grant. Applications have been accepted for this grant. 25 of the 27 tests reported in the last three months were over the safe level. Beaver is applying for another grant. The money will be coming to the City c/o the Mayor. Bids are needed for the State from a licensed mitigator in order to install the systems. The grant money must be. used by June 1, 2011. Grant recipients need to do the paper "work to get bids from the.mitiga^ tors. The City needs a copy of the receipts from the grant recipients. The grant will pay $800 for each system. If the cost is over that amount, the grant recipient wilj pay the remainder. The Radon Committee will make suggestions to the Council for grant approval; In the future, portable radon testers will be available at the City office. There will be a $100 deposit which will be returned to them when the testers are returned. There are also charcoal testers available on line for $6.00. Information is available at the City Office. It may be a building permit requirement for new homes to have the radon levels tested so mitigation systems can be installed during construction. Training for licensed contractors to be certified mitigators will be scheduled. Concrete pads at turning points on the roads for bus access to and from the parking lot were suggested to keep the asphalt from buckling. Vocational Building Power - The vocational building electric meter was charging more demand than it should have. After fixing the problem, the account shows a large credit. No decision was made on what to do with the credit. Sale of Property - The discussion of the sale of property needed to be in a closed session which was at 2:45 p.m. Safe School Routes - There will be a committee formed to determine the safe school routes. The routes determined will affect the road improvements required. The contract will be reevaluated at the end of the golf year. Discussion followed on the putting greens and improvements. Council Member Wright moved and Council Member Brown seconded to accept the Golf Course Concessionaire Contract for Jack Erwig extending through the 2011 Golf Season. All voted in favor. None opposed. (Exhibit 3-8-2011B) ADMINISTRATIVE AND COMMITTEE REPORTS Manager Blackner: Library - City Librarian, Angela Edwards, petitioned the Council in writing to shorten the probationary period for Sherri Pyles and authorize a $.50 raise. The library schedule will be lengthened in April to the regular schedule. In the fall, the schedule will be shorten for winter. Council Member Fails moved and Council Member Harris seconded to accept the request to shorten the probationary period for Sherri Pyles and approve a $.50/hour raise. All voted in favor. None opposed. .Water Project - The City has been collecting names of persons with unresolved issues with the water project. Any residents with unresolved issues in their yards with the water project need to contact the City Office # as soon as possible to put their concerns on the list. The contractors are starting to work on issues of clean up and repair. Race Track - The mobile trailer at the race track that is being used as an office has been red tagged by the building inspector for code violation. The City and Race Committee will adhere to the County Code requirements involving trailers in the County. The issue was resolved. Youth Council to meet with the Council in March. Beautrfication - 100 West between Ernie's and the hospital need to be cleaned up and trash picked up. May need to write a letter to Ernies about the problem. Council Member Falls asked about UDOTs schedule for sweeping Main Street. She suggested the sidewalks be cleaned before Main Street. Manager Blackner will contact UDOT to see if they have a schedule.
