Laterals and landscaping need to be done. Valves will have a concrete base around them. JP Excavating are planing to be finished with the project by the end of the month. Their contract is finished by Nov. 10th. Some of the streets will not be dug up 'because they already have poly pipes and newer meters. Sidewalk - The 200 North sidewalk project is almost .finished. It should be completed this week.. The state Is asking for 3 bids for the bridge portion of the project. PI - The pressurized irrigation system will be turn off Friday, Oct. 15. Drains will open on Friday, the 22nd of Oct.. Western Rock - After months of investigation on the water usage at Western Rock, it wW determined that the water meter malfunctioned. No leak was found. Manager Blackner sent the meter figures to the Division of Drinking water. The amount of water that was claimed to have passed through the line was an impossibility. Western Rock proposed to pay $700 for Dec., 2009 plus the minimums for Jan. . through September. 2010 to get the bill current. Council Member Smith moved and Council Member Wright seconded the Council authorized the write off for Western Rock and accept their proposal. All voted in favor. None opposed. In Bone Hollow. Discussion continued on adopting an ATV Ordinance within the City Limits. Council Member Harris: Parks - The Flag on the Main Street Park is ripping. It has to be good weather to change the flag. Water Project - The top springs in Baker Canyon are open. There are three Springs open now resulting in increased volume. The Cave has been closed. Recreation - The recreation department is using the Social Media network to promote the programs of the City. At the Canyon ballfield there are problems with the gate and with parking on the road. The parking is a safety and a traffic hazzard. City Hall - The City Hall roof still leaks. Mr. Kesler would like to see if he can fix the roof. Mayor Yardley: Mayor's Youth Council Mayor YardJey met with Principal Green and Youth Mayor Kanelt. A work meeting with the Youth Council is scheduled for Thursday, Nov. 11, at 1:00 p.m. at the High School. Council Member Harris will attend the Five County meeting tomorrow for the Mayor. The Division of Wildlife Resources will present some major changes for the 2011 hunt at public meetings in November. Those changes could affect the number of bucks you see and the ability you and your family have to hunt. Arris Aoude, big game coordinator for the DWR, says the proposed deer hunting changes are the biggest proposed in Utah in almost 15 years. "What's decided could change deer hunting as we know it," Aoude says. Three options The DWR will present three options. Option 3 is similar to the way deer hunting happens In Utah today (see www.wildiife.utah.gov/dwr/2011 deer-changes.html for details). The following are highlights from the other two options: § Raising the number of bucks compared to the number of does Is the goal of both options. The current goal is to manage Utah's general season areas so biologists find at least 15 bucks per 100 does after the hunting seasons are over in the fall. Both of th,e new options would raise that goal'to 18 bucks per 100 does. § Raising the number of bucks per 100 does requires reducing the number of bucks hunters take during the general season hunt. And there's only one effective way to do thatreduce the number of hunters. § Option 1 is the DWR's preferred option. Under this option, general season hunting would continue within the five regions Utah currently has.
