Show 1 DESERET 10 A 4LW ay NEWS, Monday, April Deseret News Staff Writer Despite initial progress in several Utah counties, the federal government must boost funds substantially to solve problems of rural America in the Four Comers area, Sen, Montoya, Joseph huirman of the economic deof velopment subcommittee the Senate Committee on Public Works, said today. He came to Utah to conduct a hearing In Provo on the progress of the Four Corners Commission, The senator criticized the commission last week in Albuquerque for its distuibing lu k of progress which clearly endangers the availability of iuture federal funding." The Four Corners Commission was created in 1963 to study and solve economic problems in 21 Utah counties and counties in New Mexico, Colorado and Arizona, Sen. Montoya implied that the commission had made encouraging progress In Utah, lie cited as examples construc tion of a $310,500 road to the Glan Canyon National Recreational area in San Juan County, a $55,000 grant to construct a hospital in Gunnison, and the financing of a $345,000 disposal system in seven Carbon County communities where "a lack of basic facilities has been a major bottleneck to the economic development of its coal resources. All of Sen. Montoya said, these projects in Utah tre examples of the basic concept behind the regional economic development approach. They show what can be done when a strong partnership exists between local, state and federal governmnts as well as local businessmen and civic lead- ers." Examples of similar progress must be shown, however, if Congress is to reestablish the funding which expires this year for the Four Corners Commission, he said. "New legislation is needed to authorize continuation of funds in substantially amounts to effectively begin to solve cur problems, he said. The senator cited problems increased I common to the rural West as inadequate transportation and accesa to tourist attractions, unbalanced local economies, insuffihigh unemployment, cient educational opportunities, shortage of medical facilities, lagging Industrial expansion and general economic retardat- ion. In a large number of these counties, he said, unemployment rates are twice that of the national average and median family income is under $2,000 a year. Young people are forced to leave school early to help support their families. "Continued neglect of Americans in these areas not only cripples the lives of the poor and unemployed, but is also a tragic waste of the nations resources, a loss of buying power, and an impediment to national growth. Four Corners area Includes the following Utah counties: Beaver, Carbon, Daggett, Duchesne, Emery, Garfield, Grand, Iron, Juab, Kane, Millard, Piute, San Juan, Sanpete.
