Mariner was captured by a Peruvian navy gunboat which attacked a small fishing fleet nioie than 23 miles off the Peruvian coast. The skipper of another vessel reported his boat was peppered with machine gun fire before the gunboat was driven off. No injuries were reported in the attack, wh'ch U.S. Secretary of State William P. Rogers called "wholly unjusti-fied.- " Perus ambassador to the United States, Fernando Berckemeyer, said the American boats were operating in Peruvian waters without licenses. Peru claims territorial jurisdiction 2TC miles out to sea, but the United States considers any boat in international waters if it is more than 12 miles off the coast.
