The opin- ion will deal with the legality of their actions when they reduced Kiesel s wage by $315 per month. The Council reacted with the wage cut when they found out that since 1985 Kiesel has been drawing benefits from the Utah Public Safety Retirement fund. He was able to stop paying into his retirement plan, continue on in his present employment and draw benefits from the plan because of state legislature action in employment status with Salina City, Attorney Jorgenson again presscc t0 the Council that what Kiesel did was still legal according to thc laws of Utah, Council member Karen Glover asked Jorgenson if the City had any options. Jorgenson stated that the City had several options three years ago, but that due to Kiesels legal actions, the options were now gone. Councilman Ron Crane made a motion to table the issue until after a legal opinion was obtained by an outside attorney. This was seconded by Councilman Nielson, and passed unanimously. 1983. Ray stated that he had visited the house that Derek Andreason had asked the council to approve a letter stating that the house was in need of repairs to bring it up to code or to be tom down to speed up the involvement of the insurance companies as to what they were going to do with the house. Ray reported that the home was a danger and an eyesore and was getting more dangerous every day. The council deiced to list several homes and properties in Salina that were in the same shape and instructed Mike to write a letter asking property owners to get into compliance with the state building codes. Roger Nielsen read off several building permits. He questioned whether a person should have to pay abuilding permit for a repair or when someone was replacing something on the property with exactly thc same thing for example a fence blew over and the owner was replacing the fence with what had been there before. The council approved the building permits and granted Rogers re m quest to review the cities ordinances concerning building permits and get back with the council. The hiring of Bob Nielson for summer help was approved by the council. Slugs are being found in the citys pressurized irrigation lines and John Learning asked Scott Holt what could be done about it. Scott reported that chemicals in the pond would work but would be expensive and might have an adverse effect on lawns and gardens. He suggested that after the system is shut off in thc fall to pressure up thc lines with water from the old well in Salina. He felt there was enough salt in the water that it would kill thc unwanted worms. Kim Robinson presented a bid from Denny Nielsen to build a fence on the south side of the swimming pool, running east and west for $2372.00. Thc fence would be 113 feet long by 6 feet high. He would also take out the ex isting mesh fence located there now. The action passed. Roger presented the police report for the month of May. There were 64 citations written, 40 warnings, 49 incidents, 7 accidents and 1 1 papers served by the Police department. Gordon asked if the city could run some waterlines over to the pistol range area in anticipation of the annual Police Association convention that would be held here in two years. He wanted to plant some trees and would need the water. The convention would bring in about 200 people into town. This would be the summer he would be president of that association. Mooney proposed to the council to overlay the road at 2nd west and north of main for one block. He proposed to rent a box to lay the asphalt. Also they would be working on the road 4th west 1st north and take out the RR crossing and straighten the road there. Karen proposed to put in Evonne Jackson and Vonda Colby as new members of thc Salina Library Board. Motion passed.
