Passage of the Predator Control Bill was finally accomplished at the last minute despite very strong opposition. I personally feel this was a good bill as it was greatly modified at the request of conservationists, wild life specialists, and other interested parties. It was a between good compromise livestock and conservation interests and would never have passed in any other form. During the session I kept in touch with Senator G. Stanford Rees and did everything I could to take advantage of his experience and know how in moving legislation along and in helping defeat legislation detrimental to Sanpete County. He was a great help to me and I hope that in some way I also helped to keep him informed of what was taking place in the House of Representatives. He is a great asset to Sanpete County, and it was my privilege to work with him for the common good of our county. programs. In addition to balancing the budget I feel there are a few items of legislation which directly affect Sanpete residents, and I would like to list a few of them for your information. Not all of the important action taken was the passage of bills, but some was the defeat of legislation that would have had adverse affect upon Sanpete as a whole. The defeated legislation was: (1) Equal Rights Amendment. (2) Consolidation of North and South Sanpete School Districts. (3) Defeat of at least six bills relating to the revision of Utah water laws which were in direct conflict with Sanpete Countys water needs. In this last category there is a bill which I personally helped to defeat, and which I am sure will be resurrected again at the first special session, if there is one, or at the budget session next January. This bill would repeal the principle of first in time first in for filing for approright, priation of water, including all existing filings not presently approved by the State Engineer. We passed a resolution asking Congress to move the boundary of Capitol Reef National Park so there will be available land with coal deposits. The Manti City Council intends to submit an application to the Department of Housing and Urban Development for a Community Development Block Grant in the amount of $150,000.00 The City Council intends to use the grant funds, if available, for the construction of water system improvements for the benefit of all families and minority groups residing in Manti. The purpose of the public hearing will be to discuss the application and to provide the citizens of Manti an opportunity to comment.
