A joint resolution proposing an amendment to section 4 of article 14 of the constitution of the state of utah fixing the limit of in debt edness of counties cities towns and school districts be it resolved by the legislature of the state of utah two thirds of 0 all the members elected to each ot of the two houses voting in favor thereof section 1 it Is proposed to amend section 4 of article 14 of the con utiOn of the state of utah so that the same sane will read as follows 4 when authorized to create in debt edness as provided in section 3 ot of this article no county shall become indebted to an amount including ex asting indebtedness exceeding awu per no city town school district or other municipal corporation hall 4 become indebted to an amount include ing existing indebtedness exceeding tour four per ol 01 the value of the taxable property therein the value to be ascertained by the last assessment for state and county purposes pre to the incurring of such edness except that in incorporated cities the assessment shall be taken from the last assessment tor for city pur poses provided that no part of the indebtedness allowed in this section shall be incurred for other than strict ly county city town or school district purposes provided further that any city ot of the first arst class and any city ot of the second class having over 20 inhabitants when authorized as provided in section 3 of this article may be allowed to incur a larger indebted ness not exceeding four per additional and any city of the second class having less than innabi tants tant sand and any city of the third class or town when authorized as afore said may be allowed to incur a lar larger er indebtedness not exceeding eight per additional for the purpose of 0 supplying such city or town with wa ter artificial lights or sewers when the works tor for supplying such water lights or sewers shall be owned and controlled by the municipality sec see 2 the secretary ot of state la Is directed to cause this proposed amend ment to be published as required by the constitution and to be submitted to the electors ot of the state at the next general election in the manner provided by law sec see 3 it if approved by the electors ot of the state this proposed amend ment went shall take effect upon the first day of january A D 1913 state ot of utah 1 office ot of the secretary ea GS ot of state I 1 charles S secretary of state of the state ot of utah do hereby certify that the foregoing is a full true and correct copy ot of a resolution proposing an amendment to section 4 tot of argele 14 of the constitution of the state ot of utah fixing the limit of indebtedness of counties cities towns and school districts IN TESTIMONY WHEREOF I 1 have hereunto set my hand and affixed the great seal of the state ot of utah at salt lake city this day ot of august 1912 seal C S secretary ot of state
