Show A jo nt resolution proposing an amendment of section 4 article 13 of the constitute on of the state of utah relating to the taxation of mines be it Pe resolved solved and enacted by the legislature of 0 the state ot of utah two thirds of all the members elected to lach ot of the two houses concu ring therein section 1 that it ie proposed to amend section 4 of article 13 of 0 the constitution of the state ot of utah so that the same will read as follows 4 all mines and mining claims both placer and rock in place contain ing or bearing gold silver copper lead or other valuable precious metals after purchase thereof from the united states shall be taxed a at t a value not greater than the price paid the united states t un le leos les s the surface gi ground or some part thereof of such mine or claim Is used for other than mining purposes and has a separate and independent value for such other purposes in which case said surface ground or any part there of so faed for other than mining pur poses hall be taxed at its value for such other purposes as provided by law and all th tt machinery used in min ng and all property and surface improvements upon or appu app nant to mines and mining claims which have a value separate and independent ol 01 such guch mines or mining claims and the net annual proceeds of all such precious metal mines and mining claims shall be taxed as provided by law all lands containing coal hydro carbon or stone deposits after purchase thereof from the united states and all property and surface improvements upon or appurtenant to such lands which have a value separate and slid in dependent of all such lands and the net proceeds of all such land and the byproducts of all valuable deposits contained therein not taxed in a crude or raw condition shall be taxed as provided by law sec see 2 the secretary of state Is hereby ordered to give this proposition to be published in at least one news paper in every county in the state where a newspaper is printed and pub dished for two months preceding the next general election sec see 3 th 3 proposition shall be submitted to the electors of this state at the next general election for their approval or disapproval all off official acial ballots used at such election shall have printed or britten thereon the norda for the amendment ol 01 bec tion 4 artice 13 of the constitution relating to the taxation of mines yes iso no and shall otherwise be prepared and submitted to the electors as may be otherwise provided by law and said ballot shall be received counted and canvassed and returns thereon be made in the same manner and in all respects as is or may be provided by law in the case of elec tion of state offic officers erg sec see 4 it if adopted by the electors of the state this amendment shall take effect january 1st 1913 state of utah 1 office of the secretary ps 08 of state I 1 charles S secretary od state of the state of utah do hereby I 1 certify that the foregoing is a full true and correct copy of a resolution proposing an amendment to section 4 1 article XIII of 0 the constitution ol 01 the state of utah relating to the tax aaion of mines IN TESTIMONY WHEREOF WHERE I 1 have hereunto set my hand and affixed the great seal of the state of utah at 1 salt lake city this day ol 01 august 1912 seal C S secretary of of state |
