Others who are totally blind may use refreshable Braille displays to access data," Werwie said. "A (veteran blinded in combat) is going to most likely adapt to using one set of Assistance Technology tools over another set that may be preferred by an individual who has been blind since birth. The bottom line is that AT is more of an art than a science because one AT solution does not work for everyone with a disability. It all depends on the individual needs of the person with the disability," Werwie added. With so many varied degrees of vision, Werwie said, it would be difficult to find one main computer system to "fit all." Therefore, he did what he could to help with the process of tailoring the (DLA) computer system to each individual. He traveled to Northern Virginia to work in conjunction with DLA Headquarters on ways to make eProcurement more usable. "I researched and learned about accessibility features of eProcurement, Enterprise Business System and the various other systems required for a contract specialist. I networked with SAP (System, and Products in Data Processing — who developed eProcurement) personnel via phone, email and various blogs that I joined to find work-arounds and possible solutions to system challenges," Werwie said. He added that he reached out to many individuals, organizations and government agencies to find resources on making eProcurement more BY TRINACE JOHNSON DLA Aviation Public AFfairs R ICHMOND Va. — When Bernard "Bernie" Werwie joined the Defense Logistic Agency's Pathways to Career Excellence Program, formerly known as Defense Logistics Agency Corporate Interns Program, he said all he wanted was a government job. One year into his twoyear PACE 'fraining Program, he's already making an impact to DLA helping employees with certain disabilities get better access information for their jobs. Werwie said that last summer while working with the PACE Program, he and several other students with varying degrees of sightedness, noticed that they were having some challenges with the eProcurement system. "Enterprise IT (Information Technology) systems are made up of numerous subsystems that range in nature from legacy systems to cutting edge cloud computing systems," Werwie said. For example, he said, in many cases, to build and write a contract in eProcurement, a contract specialist must be able to access and use data from many different sources (both internal and external) such as Haystack, Inventory Locator Service, General Services Administration and vendor websites just to name a few. "Needless to say, many websites that a contract specialist must use are not fully accessible (to people with limited sight)" he said. "Different Assistive Technology solutions are required for individuals with disabilities. Solutions often depend on the needs of the individual with a disability. Specifically, individuals who are legally blind have a wide range of vision loss, which ranges from low vision to totally blind," Werwie said. Individuals who are legally blind use a combi- usable for contracting professionals with disabilities. In addition he participated in 508 compliance/ usability testing in Hybla Valley, Va. In 1998, Congress amended the Rehabilitation Act to require federal agencies to make their electronic and IT accessible to people with disabilities. Section 508 was enacted to eliminate barriers in information technology, to make available new opportunities for people with disabilities, and to encourage development of technologies that will help achieve these goals. "I collaborated with numerous users and decision makers throughout the DLA Enterprise to find workable solutions," Werwie said. He has developed numerous "informal job aids" in an accessible format. He said he used system challenges as an opportunity to educate, collaborate, inform and influence Information Technology developers and decision makers of the importance of 508 compliance and the need for accessibility and usability for all users. "I collaborated with IT developers and decision makers at Hybla Valley (and) that has laid the foundation for developing best practices that can be deployed throughout the DLA Enterprise for the benefit of all users. This has helped management and decision makers frame the problem so that potential solutions can be researched. (Hopefully this will provide management) and decision makers with potential solutions to make the IT system more usable for all individuals with disabilities," he said. "(DLA Aviation Career Development Branch) is a pioneer in the field of hiring and training individuals who are blind to be contract specialists. I am personally thrilled to be a part of this effort and I am fully committed to do whatever it takes to ensure the continued success of the program," Werwie said. DLA's Pathways to Career Excellence Program is a 2-year training program designed to train entry-level personnel for subsequent advancement to the journey level in professional, administrative and technological career fields. This is accomplished through on-the-job assignments, cross-training, rotational assignments and formal training (e.g. classroom, distance learning, web-based training, conferences and seminars). Participants enter the employment, competiprogram at predominantly tive salaries, benefits and the General Schedule-7 career advancement.
