"Merv" Smith, manager of the Hill Rod and Gun Club, saved a woman's life Aug. 6 during the club's annual Steak Fry on base. Members and guests alerted Smith's wife was choking on a piece of steak lodged in her throat. She could not speak or even breathe and had her hands clutched to her chest and throat. Smith immediately responded and put his training and experience to work. Without hesitation, he stepped up behind her and performed the Heimlich maneuver. This dislodged the steak and allowed his wife to start breathing again. Smith's quick thinking and skilled use of the Heimlich maneuver saved her life. Smith has managed the Rod and Gun Club for the past eight years. Prior to working at the club, he was a fireman and captain in the Weber County Fire Department. His first aid training and life saving abilities were clearly demonstrated during the event. All deployment orders, with an issue date on or after Aug. 1, will be uploaded into Defense Transportation System (DTS) by a finance technician: From this you will be able to file accruals and your final voucher from your own workstation 4 even at your deployed location. No more submitting documents via virtual MPF or e-mail and waiting to see if the FM shop received the paperwork, or waiting on the Central Processing Center to process the accrual; it is at your fingertips. IMPORTANT NOTE: Travelers will still require a hard copy of their deployment order and NATO orders, if necessary, to travel to their location. Contact the IPR office if hard copy orders have not been received prior to leaving. The orders, if processed in DTS, will have a stamp or statement stating, "PROCESSED IN DTS." This way, it will be known how to file accruals and the final voucher. If that stamp/statement is not on the orders, the accruals/final voucher will have to be filed the "old" way via vMPF, e-mail or eFinance. IMPORTANT NOTE: Members of the travel voucher be sent to the CSA card. Once the travel voucher payment has been reconciled, the remaining balance is yours to either withdraw, EFT to a personal account or spend as cash. This is only true after Citi has received correct payment from your travel. From the filed/completely approved voucher, military pay entitlements will be adjusted. As always, remember to watch your LES. If you are receiving deployed entitlements one month or more after leaving the AOR, come to finance to check on the status. Effective Oct. 25, military pay processing will be returning to the bases from the Central Processing Center, so local staff will have the capability to stop, change, report or cancel your entitlements. Again, effective Aug. 1, all deployment orders with an issue date of Aug. 1 or later will be uploaded into DTS by a finance technician. Accruals and final vouchers will be filed via DTS versus eFinance or hard copy from your own workstations with the assistance of your ODTA. Military pay processing is returning to bases effective Oct. 25. Finance is still available to assist with problems or issues that arise. There is no option on this, so if you elect to receive a lump sum payment of the travel voucher when returning home; the CSA or GTC needs to be paid off with personal funds when arriving at the deployed location and then file the whole voucher upon return. Even with the new CSA card, it must be paid off within 30 days of charging (in this way, it is similar to the old GTC). There is a misnomer about this card that pay-off is not required and that this card is "prepaid" 4 again, that is not true. If you cannot afford to pay off the card with personal funds, file the accrual and start the 30 day payments. This will be much better for you and your unit: These cards still affect personal credit scores. Upon returning from a deployment, members will file their vouchers via DTS with the assistance of the Organizational Defense Travel Administrator (ODTA). Finance will be the approving officials for these orders and vouchers. Remember to upload all receipts upon return to expedite the voucher payment process.
