Show TIMES April 9, 2009 HILLTOP TIMES 775th CES Readiness and Emergency Management creates cross-training model BY.SENIOR AIRMAN NICOLE JARVIS 775th Civil Engineering Squadron h)6n-Commissioned Officer in Chare of Plans and Operations he 775th Civil Engineering Squadron Readiness and Emergency Management Flight is ready for almost anything, especially now that they have pioneered the Combined Response Team concept. The CRT is a joint effort between E'piergency Management, Bioenvironmental Engineering and the Hill Air Force Base Fire Department and was initiated to combat the recent manning shortages throughout the Air Force. Hill AFB took the initiative and instituted the CRT wfhich allows cross-functional development and enhancement of emergency responders. Emergency managers no longer simply manage scenes and stand on the sidelines for peacetime incidents; they are now becoming hazardous material, on hazmat, responders and chemical biological rSdiological nuclear/weapons of mass destruction crime scene preservationists. The REMF is preparing for these events by attending many different types of training. One of the classes that its responders attend is the chemical biological radiological nuclear responders course at Fort Leonardwood, Mo. In this class, students are trained all the way up to hazmat, technician level. Hazmat technicians respond to suspected or known hazardous scenes in personal protective equipment to determine the extent of any hazards and then prepare to mitigate them if they can. Not only does the CRT respond to hazmat incidents they are also the lead team on radiological incits, suspected biological releases and any other terrorist use of WMDs in our area of responsibility. Due to the sensitive nature of some of these incidents the Airmen are trained in how to sample, collect and preserve evidence at terrorist crime scenes. With suspected WMD incidences responders are required to take samples of suspected materials and send them off to labs. If these Airmen do not follow proper procedures when it comes to chain of custody and evidence collection, it may hinder efforts to prosecute those responsible. The CRT team was recognized in the Unit Compliance Inspection last August as an outstanding team and was also noted as an Air Force best practice. Other bases in the Air Force are now starting to form combined response teams as well. Due to the joint nature of this team they are required to train and exercise together. Although coordinating team members' schedules can be challenging, they try to do a joint response exercise monthly. When they can't train together, they do accomplish training separately. The REMF has weekly in-house training that familiarizes team members with response procedures and their specialized equipment. Staff Sgt. Terri Adams, non-commissioned officer in charge of the Emergency Management Flight recently came to Hill from Aviano Air Base, Italy where she was a United States Air Forces in Europe Full Spectrum Threat Response Strike Team member. Adams says, "The CRT is similar to the USAFE version called the FSTR Strike Team. This combined response methodology increases capabilities and knowledge across the board, being able to institute some of the Strike Team's practices here at Hill allows us to incorporate standard operating procedures to make interoperability as smooth as possible." Thanks to her knowledge, Hill AFB is now incorporating practices used in the USAFE area of operations.
